吐瓦魯呼籲 承認台灣人民進入聯合國機構場域的權利
吐瓦魯總理拿塔諾表示聯合國成立的宗旨在於服務及保護全世界人民,所有人民進入此一國際大家庭,都不應受到阻礙,這是所有人民的權利,而非部份人民的特權。
台灣人民無法參訪聯合國及參與會議,台灣媒體和記者也未被允許入場採訪聯合國會議及活動,進入聯合國場域竟是以國籍而非以安全為考量,這是不具正當理由的,聯合國的公民空間和新聞自由正被限縮。
吐瓦魯呼籲,承認台灣人民進入聯合國機構場域的權利,允許台灣護照持有者進入聯合國場域,是台灣和台灣人民有意義參與聯合國體系的重要關鍵。
台灣的夥伴價值,值得聯合國重視。

Thanks to #Tuvalu Prime Minister Kausea Natano for his speech urging the UN to grant Taiwanese people and press access to UN premises during the General Debate of #UNGA76:
"Mr. President, I thank you for the recognition that to build resilience, we must respect the rights of people and that the UN must be revitalized to uphold the rights of all people of the world—people it was established to serve and protect.
On this very note, Tuvalu calls for the recognition of the rights of the people of Taiwan to the UN premises. The UN system was established to serve the public interest of all peoples. Having unhindered access to the family of nations should be a right for all, not a privilege for some.
It is most regrettable to see the ongoing injustice of Taiwanese people being barred from accessing UN premises for visits and meetings simply because the UN fails to recognize Republic of China (Taiwan) passports, which are, in fact, accepted by almost every country in the world. Likewise, Taiwanese media outlets and journalists cannot obtain accreditation to cover UN meetings and events.
It is alarming that civic space in the UN and freedom of the press are being restricted. It is also unjustifiable that a person’s access to UN premises now depends on nationality rather than on safety and security grounds. Granting Taiwanese passport holders access to UN premises is an essential step for the meaningful participation of Taiwan and the Taiwanese people in the UN system."
Taiwan's vision of global partnership can serve as a valuable reference for the UN.

The EU must arm itself against disinformation, censorship and spying
歐盟必須武裝自己以對抗假訊息、監控審查和間諜活動
中國政府利用 COVID-19 疫情危機,透過社群媒體的假訊息、中國官員的錯誤陳述和宣傳來分裂歐盟。這種對輿論的積極操控破壞信任並搬弄是非。歐盟必須採取更強而有力的戰略來應對這些激進的假新聞宣傳,並讓試圖分裂歐盟和損害歐盟利益的國家付出代價。這包括建立一個“遠東戰略通訊工作小組”,該小組將辨別、監管和反擊假訊息宣傳和中國針對特定國家的行動。

The COVID-19 crisis has been used by the Chinese government to divide the EU via disinformation on social media, false statement by Chinese officials and propaganda. This active manipulation of the public opinion undermines trust and sows discord. The EU must introduce a more robust strategy to counter these aggressive disinformation campaigns and impose costs on countries that try to divide the EU and harmour interests. This includes the establishment of a ‘Far-East Strat Com Task Force’ as part of the EEAS, that will identify, monitor and counter the disinformation campaigns and nation-specific actions coming from China.
Not only Chinese disinformation campaigns are worrying. The Chinese regime also tried to censor publications by the European External Action Service and the EU-ambassadors. We condemn the aggressive propaganda and offensive “wolf warrior diplomacy” that led to continuous insults against elected Members, Member States and the EU as well as the cyber-attacks and attempts at espionage which do not create a trustful environment for dialogue.
We stress that the freedom of speech one of the most important pillars of a democracy. We call on our leaders to ensure that the European Union never gives into this kind of pressure.
China implements an active surveillance of European elites, which include current and former officials, their family members, academics, promising young professionals and other public figures. Among its attempts is to affect the decision-making in the EU and its Member States and to recruit targeted persons for spying activities. Awareness about these actions needs to be raised and espionage activities must be investigated and prevented by the responsible security institutions.

我的工作需要看非常多的英文。
其中有英文母語的人寫的,也有非母語的人寫的。最近,我注意到一個兩者之間很明顯的差別。這個差別很少有人提到,因為它無關文法正確,也不是有學問的用語,或是文雅的詞彙。
是句子的長短。
Well,更正確的來說,是長句跟短句的交錯。我發現,非母語人士寫的英文句子,不但比英文母語的人寫的長,而且是大部分句子都很長。
母語的人,尤其是很會寫的人,則是會把長句跟短句混合搭配。
那又怎樣?

你可能會說 ok,以英文為母語的人比較會用短的句子,那又怎樣?句子的長短,跟我寫作的好壞,有關嗎?
關係可大了。
就像音樂,或是影片,文字也是「內容」。只要是「內容」,就有它的節奏。你可以想像一首曲子,從頭到尾都是很長的音,而且一點變化都沒有嗎?或是一部很長的影片,從頭到尾都是很長的畫面,而且一點節奏的變化都沒有嗎?
Well actually,你應該可以想像,這些就是要幫助我們睡眠的。
如果你不想要你的讀者覺得無聊或甚至睡著,我建議適度變換你文字的節奏。
但我們先看案例。
我拿一篇台灣人寫的文,跟另一篇美國人寫的,來做比較:把每個句子都分拆成不同的段落,句子的長短就一目了然了。

3. Moreover, Taiwan’s stock trading volume last month began to surpass that of Hong Kong for the first time in 15 years, which was beyond most market participants’ expectations.

5. First, Hong Kong’s stock market has lost its appeal to foreign investors since China last year imposed national security legislation on the territory, triggering a potential flight of capital and talent.

Second, many wealthy Taiwanese tend to park their overseas funds in Hong Kong, China, Singapore, Switzerland and the US, but government statistics showed that more than 80 percent of funds repatriated by wealthy individuals last year were from Hong Kong, as they saw the political situation in the territory worsen after its self-governance, human rights and freedom of speech were further suppressed.
7. Third, China’s new NASDAQ-style stock board — the Shanghai Stock Exchange’s STAR board — has emerged as a fast-growing capital markets center for Chinese companies at a time when rising China-US tensions have triggered concerns about their prospects of listing in New York, posing a growing challenge to the Hong Kong stock exchange.
8. On the other hand, Taiwan’s economic fundamentals, the central bank’s adoption of extraordinary monetary easing and the government’s fiscal policies have fueled continued rallies in the nation’s stock market since last year.
9. It might be too early to tell how long the consolidation trend might last, as a resurgent COVID-19 outbreak is coloring the global economic outlook, but some insight can be drawn from the stock market:
10. Taiwan’s GDP grew a larger-than-expected 8.16 percent in the first quarter, as exports and private investment remained healthy.

台灣人寫的英文,句子都偏長,而且長度都差不多。
美國人寫的就不一樣了:一個只有五個字的句子開頭,然後一堆稍微長一點的句子,然後再來一串短句。
你可能懷疑我故意挑選很極端了例子出來,而且幹嘛專門打台灣人呢?
所以想到這裡,我從我的書架上,隨便挑了兩本跟科技有關的書出來。左邊的,是美國人,矽谷知名投資人 Peter Thiel。右邊的是德國人,但注意了,是一個英文非常好的德國人。他不但是世界經濟論壇的創辦人,研究所也是在哈佛大學唸的。

It’s strange that I’ve never actually pondered this question…
After spending most of my adult life in Mainland China, marrying a Chinese doctor and now having a half Chinese daughter I finally find myself facing this very real and scary question, is the country I dedicated so much of my life to, explored so fully, intimately learned the language and culture of… Is this country and more specifically the government of the country my enemy?
