【一則小故事，告訴你台灣是個什麼樣的國家】

從 #報稅系統 到 #簡訊實聯制，你知道這一切其實都是有關聯的嗎？

行政院政務委員 #唐鳳 應邀參加 #美國國務院 舉辦的 #台灣在開放政府與反貪之創新 視訊研討會，分享了台灣在開放政府的創新作為。

唐政委分享了一則小故事：2017年，一名工程師抱怨 #報稅系統 相當難用，被邀請一起協助改善，最後推出滿意度高達96%的新系統。而報稅系統中手機認證的應用程式介面(API) 也成為2020年 #口罩實名制 快速上線的基礎；而相同的機制，更在今年疫情攀升之際，讓台灣能在短短2天內就推出 #簡訊實聯制。

民眾在生活體驗上不可能沒有抱怨之處，在台灣，我們把抱怨換成提案，透過透明與協作的方式，改善國民的生活。

台灣就是這樣一個秉持著公開透明的原則，落實民主制度、改善民眾生活的國家。

How did one complaint about a tax-filing system, lead to the creation of a cutting-edge SMS check-in system for contact-tracing? #StoryTime

It might sound far-fetched but thanks to a the g0v.tw open government platform, #Taiwan was able to crowdsource the development of technology for ID-verification with mobile phones and share this between ministries in order to address new problems thrown up by the global pandemic.

The platform, designed to promote engagement with civil society, has attracted over 10 million comments and proposals from a population of 23 million. Participation officers stationed in each ministry and an open API meant that any ideas could be shared and were subject to commentary by members of the public and the tech sector.

Technology designed to make tax-filing more convenient through the use of mobile phone filing was then easily borrowed at a time of critical need for #PublicHealth, first for the design of a mask-rationing system, and then, when a Level 3 pandemic alert was issued in Taiwan, the same security and privacy systems were harnessed to design an easy-to-use SMS contact tracing system within 48 hours. This goes to show how the values of #democracy and #transparency in governance can make innovation happen.

🌏Creating a Bilingual-friendly Investment Environment for Industrial Parks
In order to attract international companies to set up operations in Taiwan, the MOEA has been planning to provide Chinese and English information at 5 industrial parks. It is also hiring English-speaking talent for park management agencies, and offering bilingual investment application procedures.
　　
🌏Helping Restaurant, Retail Companies Improve English
Following a well-received program to help improve English for small-town firms, the MOEA is launching a similar program for restaurant and retail operators in Keelung, Taichung, Kaohsiung, and Hualien. It also created a map of English-friendly stores.
