โดยหลักการแล้ว การเพิ่มปริมาณเงินเข้าสู่ระบบจำนวนมาก
สิ่งที่มักจะตามมาก็คือ การเกิด “ภาวะเงินเฟ้อ”

ที่น่าสนใจคือ ในปีที่ผ่านมาธนาคารกลางสหรัฐ หรือ FED (Federal Reserve)
ได้ทำ QE อัดฉีดเงินเข้าสู่ระบบการเงินจำนวนมหาศาล

นับตั้งแต่การแพร่ระบาดของโควิด 19
ธนาคารกลางสหรัฐ หรือ FED ได้อัดฉีดสภาพคล่องเข้าสู่ระบบการเงินด้วยการซื้อพันธบัตรรัฐบาล ตราสารหนี้รัฐบาลท้องถิ่น และตราสารหนี้เอกชน เพื่อให้ทั้งภาครัฐและภาคเอกชนมีสภาพคล่อง มีเงินไปกระตุ้นกิจกรรมทางเศรษฐกิจ และอัดเข้าสู่ระบบต่อไป
ซึ่งกระบวนการที่กล่าวมานี้คือ สิ่งที่เราเรียกกันสั้น ๆ ว่า QE

เราลองมาดูจำนวนเงินที่ FED ใช้สำหรับมาตรการ QE ในช่วง 2 ปีที่ผ่านมา
- ปี 2019 จำนวนเงินที่ใช้สำหรับมาตรการ QE เท่ากับ 131 ล้านล้านบาท
- ปี 2020 จำนวนเงินที่ใช้สำหรับมาตรการ QE เท่ากับ 228 ล้านล้านบาท

โดยปีที่ผ่านมา ปริมาณเงินที่ FED อัดฉีดเข้าสู่ตลาดการเงินนั้นมีมูลค่าเพิ่มขึ้นกว่า 97 ล้านล้านบาท ซึ่งมูลค่านี้มากพอ ๆ กับ GDP ของสหราชอาณาจักร

โดยเป้าหมายของ FED ก็เพื่อที่จะเพิ่มปริมาณเงินในมือของภาครัฐและภาคเอกชน จนส่งผลให้เกิดการใช้จ่ายในระบบเศรษฐกิจ

นอกจากนี้ การเข้าซื้อพันธบัตรรัฐบาลของ FED นั้น ยังเป็นการกดให้ Yield หรือผลตอบแทนของพันธบัตรลดต่ำลงมา ซึ่งจะส่งผลไปยังดอกเบี้ยในตลาดการกู้ยืมให้ลดลง จนเกิดแรงจูงใจให้ภาคเอกชนมากู้ยืมเงินไปลงทุนและจ้างงานในระบบเศรษฐกิจต่อไป

อย่างไรก็ตาม ความกังวลที่มาพร้อมกับการใช้มาตรการ QE
ก็คือ อัตราเงินเฟ้อ ที่อาจเพิ่มสูงขึ้น จากปริมาณเงินที่ถูกอัดฉีดเข้าสู่ระบบอย่างมหาศาล

ทำไม FED อัดฉีดเข้าสู่ตลาดการเงินจำนวนมาก
แต่อัตราเงินเฟ้อของสหรัฐอเมริกากลับลดลง ในช่วงปี 2020 ที่ผ่านมา

ที่เป็นแบบนี้ ปัจจัยสำคัญก็คือ “ความเปราะบางทางเศรษฐกิจ”
โดยตัวเลขที่ชี้ให้เห็นเรื่องนี้ได้ดี ก็อย่างเช่น อัตราการว่างงาน

หลังการระบาดหนักของโควิด 19 ในสหรัฐอเมริกา
อัตราการว่างงานในสหรัฐอเมริกา เคยขึ้นไปแตะระดับสูงสุดที่ 14.7% ในเดือนพฤษภาคม ปีที่ผ่านมา
ซึ่งเป็นอัตราที่สูงสุด นับตั้งแต่ภาวะเศรษฐกิจตกต่ำครั้งใหญ่ในช่วงปี 1930

อัตราการว่างงานที่สูง ทำให้กำลังซื้อของชาวอเมริกันลดลงอย่างมาก
อีกประเด็นคือ ความไม่แน่นอนของภาวะเศรษฐกิจ ทำให้ชาวอเมริกันเอาเงินไปฝากธนาคารมากขึ้น เพื่อเก็บเงินสดไว้ใช้ แม้แทบจะไม่ได้ดอกเบี้ยเลยก็ตาม

ซึ่งเรื่องนี้ สะท้อนได้จาก การเพิ่มขึ้นของปริมาณเงินฝากในระบบธนาคารพาณิชย์ของสหรัฐอเมริกา
โดยในช่วงมีนาคมถึงพฤษภาคม 2020 เงินฝากในระบบธนาคารพาณิชย์ของสหรัฐอเมริกา เพิ่มขึ้นกว่า 62 ล้านล้านบาท

เมื่อคนเก็บเงินมากขึ้น รวมถึงคนที่มีกำลังซื้อลดลงจากการไม่มีงานทำ
ก็ย่อมหมายถึงการใช้จ่ายในประเทศที่ลดลง

พอคนใช้จ่ายลดลง ราคาสินค้าอุปโภคบริโภคในภาพรวม ก็ลดลงตามไปด้วย
จึงเป็นที่มาให้ อัตราเงินเฟ้อของสหรัฐอเมริกาในช่วงปี 2020 ลดลงนั่นเอง

ซึ่งตัวชี้วัดหนึ่งของเรื่องนี้ก็คือ “Output Gap”

Output Gap คือส่วนต่างระหว่างมูลค่า GDP ที่เกิดขึ้นจริง เทียบกับ ค่าคาดการณ์ หรือมูลค่าที่ควรจะเป็น ของ GDP ในช่วงเวลานั้น ๆ

- ถ้าค่า Output Gap เป็นบวก หมายความว่า มูลค่า GDP ที่เกิดขึ้นจริงในช่วงนั้น ดีกว่า ศักยภาพที่ควรเป็น

- ถ้าค่า Output Gap เป็นลบ หมายความว่า มูลค่า GDP ที่เกิดขึ้นจริงในช่วงนั้น แย่กว่า ศักยภาพที่ควรเป็น

ซึ่งถ้าลองมาดู Output Gap ของสหรัฐอเมริกาในปี 2020
- ไตรมาส 1/2020 Output Gap -0.55%
- ไตรมาส 2/2020 Output Gap -9.90%
- ไตรมาส 3/2020 Output Gap -3.48%
- ไตรมาส 4/2020 Output Gap -2.77%

จะเห็นว่าทั้ง 4 ไตรมาสในปี 2020 เปอร์เซ็นต์ Output Gap ของสหรัฐอเมริกา ติดลบต่อเนื่อง
หมายความว่า เศรษฐกิจของประเทศ ยังไม่ฟื้นตัวมาอยู่ในระดับที่ควรจะเป็น
ซึ่งมันก็สะท้อนได้ถึง การจ้างงานและการจับจ่ายของภาคเอกชน ที่ยังไม่ฟื้นตัวดี ซึ่งนี่ก็เป็นปัจจัยหนึ่งที่ยังกดดันอัตราเงินเฟ้อให้ไม่สูงขึ้นด้วยนั่นเอง

สรุปแล้ว ที่สหรัฐอเมริกาทำการอัดฉีดเงินเข้าสู่ระบบมหาศาล แต่เงินยังไม่เฟ้อนั้น
ปัจจัยสำคัญเพราะ เศรษฐกิจสหรัฐอเมริกายังคงเปราะบาง
การจ้างงานในประเทศในปีที่ผ่านมายังไม่ฟื้นตัวกลับมาเหมือนเดิม

และแม้ภาครัฐจะพยายามอัดฉีดเงินช่วยเหลือ และกระตุ้นให้คนเอาเงินออกมาใช้ แต่คนในประเทศจำนวนมาก ก็ยังคงเลือกเก็บเงินสดจำนวนมากเอาไว้เผื่อยามจำเป็น

กำลังซื้อที่ยังไม่ค่อยฟื้นตัว บวกกับคนไม่ค่อยกล้าเอาเงินออกมาใช้
ก็เลยทำให้อัตราเงินเฟ้อของสหรัฐอเมริกาในช่วงปลายปี 2020 ยังไม่ได้สูงขึ้น
แม้ธนาคารกลางจะอัดเงินเข้าระบบอย่างหนัก นั่นเอง

อย่างไรก็ตามมีหลายคนคาดการณ์ว่า ในปี 2021 เป็นต้นไป เงินเฟ้อในสหรัฐอเมริกาจะค่อย ๆ ปรับตัวสูงขึ้น เนื่องจากเศรษฐกิจกลับมาฟื้นตัว จากการที่ประชากรได้ฉีดวัคซีนกัน และสามารถควบคุมโรคระบาดได้แล้ว..
