徐永泰博士：蔡英文總統論文到底哪裡出問題

我9月17日文章「蔡英文總統論文讀後感」在世界日報的論壇版發表，引起各方熱烈討論。總統府9月23日舉行記者會，24日將論文紙稿交予台北國家圖書館存放和轉電子版上傳，大部分人認為論文既然已經公開，板上釘釘，好像已經釋疑，從此不必浪費時間再繼續討論下去。事實不是如此。

地方不對 時間錯過 內容形式難以過關

我回想自己9月13日和16日兩次到倫敦大學政經學院（LSE）婦女圖書館的辛苦手抄和受監督的過程，不禁苦笑。如果早知如此結果，我那裡需要從牛津跑到倫敦？

現在台北國圖館公開了，可是我還是不懂，為什麼不解禁LSE婦女圖書館的版本？還要設限到什麼時候？

這本存放在LSE婦女圖書館的論文，林環牆教授和我先後指出種種瑕疵，作者立即轉移爭論陣地，將散裝文稿轉移至台北國圖館，請其背書後加蓋水印上傳。手中所剩籌碼全部豁出，所謂的撲克牌中的Play it with all-in，全部梭哈。

一般民眾，倒信以為真。

作者先將這個有瑕疵的論文，送進LSE託管的婦女圖書館私人文檔室存放，還設了種種閱讀限制，本以為天衣無縫，無人能觸碰，但終究還是被好追查真相的學者找出嚴重問題，如缺頁、手改、傳真紙、電腦排版等而難以遁形。

接著，透過總統府的美麗助理在媒體面前，帶著白手套捧出散裝論文稿，這一次「翻箱倒櫃」找出的散裝論文稿，從自家的倉庫送進了台北國圖館的門內。

幽靈論文失蹤35年 藏身婦女圖書館

作為一個經濟史學者，研究一個事件，有責任對此事件發生的地點，時間和內容檢驗，做詳盡的分析和交叉比對。

舉個簡單易懂的例子，你若要關心921大地震的災情狀況，你得去南投縣集集鎮，而不會去四川的汶川吧？

論文呈交的地點：蔡總統求學的過程、寫論文、口試和呈交論文的地方，基本上都在倫敦大學政經學院。大家不會有疑問。

你如果在東京或台北看到這個論文的書目，或說你在美國紐約找到一本手抄本，甚至美國的總統看過而且叫好，這些畢竟都是旁證，因為它不是倫敦大學的版本。要尋找直接證據的地點，那就必須在倫敦LSE找。

2019年6月28日蔡總統論文版第一次出現的地點是在LSE的Women’s Library婦女圖書館，這也是我9月13日和16日去的地方。蔡總統的論文藏書書目索引是LSE Main Library（大學本科和研究生的主要圖書館）告知的。

我以為來到LSE圖書館，就可以找到答案。後來慢慢進入研究狀況，才知道這個婦女圖書館，在收藏文件的性質上與其他圖書館收集LSE本校學術論文沒有一點關係。

經過多次認證，參照倫敦大學政經學院 （PhD Academy）規定，知道LSE博士論文正式收錄應當在三個存放博士論文圖書館，也就是Senate House Library，IALS（Institute of Advanced Law Studies Library），和LSE Main Library。

那麼，蔡總統這本全新燙金外殼，而內容是傳真紙的版本為什麼存放在婦女圖書館？它是不是蔡總統通過論文口試認證後，經學校存放收錄的地方？答案：不是。

揭開婦女圖書館面紗 一點都不神秘

倫敦婦女圖書館從1920年間開始收集英國和世界婦女運動有關的文檔總匯，1926成立基金會，重要的文檔包括如著名的第一次世界大戰時，積極為英國爭取婦女投票權的Emily Davison獄中日記，印度女首相Indira Gandhi等的著作都在此，是編輯、整理、登錄這些文檔而成立的一個紀念文檔中心。

婦女圖書館是非營利機構，有理事會，本來附屬倫敦大都會大學（London Metropolitan University）, 經費來自募款婦女圖書館之友（Friends for Women’s Library），為了經濟效益對外招標以便管理，2013年倫敦大學得標後，附屬在LSE下監護和託管（in the custody of LSE），是專門管理、編輯、收錄、登錄與婦女運動相關的特殊文件、手稿文物和3D物件（紀念品）的文物檔案室。它的讀書室面積約2000 英呎。（詳細內容可看婦女圖書館官網）。

蔡總統的論文版本，以個人拷貝登錄在此，版權不屬LSE，登錄的格式（Format）是書。

我在閱讀時找出的那一大堆問題：如沒有主考官簽字、缺頁、手改、穿越時空的電腦排版、美式拼音、頁數不連號、沒有總結論、沒有Bibliography、傳真紙裝釘、後補頁數 365-364等，已在我第一篇讀後感中列出。

大家的懷疑是：既然有這麼多不符合LSE博士論文的要求，為什麼婦女圖書館還要收錄蔡總統的個人論文版本呢？

我認為答案就因為她是台灣總統，而且是台灣的第一個女總統；其次才可能是她是LSE念過書的校友。但第二個條件不是必要條件，因為同樣LSE畢業的博士論文，不會被婦女圖書館收錄：先決條件，你必須是有名的女性，或對婦女運動有傑出貢獻的女性。

私人論文版本加雙鎖 越少人看越好

有了這個婦女圖書館是被LSE託管的機會，蔡總統的論文私人拷貝就可以「私人文件」和「個人論文拷貝」被婦女圖書館收藏和登錄，由於登記的Format是「書」，版權屬於她個人，不屬於LSE，因此做私人文件存放。由於LSE託管，自然與其他書籍和文物，都可以在LSE的目錄中查詢得到。

為什麼存放後又設限閱讀呢？合理懷疑就是怕這麼多論文瑕疵問題有一天曝光。

蔡英文總統一再述說：「論文不是在那邊嗎？」讓我起疑。

的確，她的私人存放版本和登錄，恰恰是LSE託管的婦女圖書館，因為那是存放私人文件的地方，所以她本人可以設限閱讀，添加了隱性的鎖。雖然她聲稱種種限制不是她的主張，但如何解釋這本黑皮燙金本上的封套說明呢？

很多人看不透這一個存放和收錄的邏輯關係，覺得論文已經被收錄了，其他只是內容程度滿不滿意而已。一本黑色精裝的私人版本就這樣潛進了LSE監管的婦女圖書館。【論文不是在那邊嗎？】原來如此。

國圖館背書-幽靈論文突變成國寶級檔案

總統府開了記者會，將一頁頁泛黃散頁論文交付國圖館，轉為電子檔上公開後，大家似乎不再探討這份遲來的論文公開秀，和為什麼突然轉到台北國圖館供閱的原因。一般輿論認為，果真還要計較，就鑽到目前最夯政治環境裡去找答案，甚至說這可能是蔡總統誘敵深入的策略，到了選前關鍵時刻，將其漂亮論文公佈，至此算是一舉成功。

聽來不禁莞爾，整個論文事件就是那麼簡單，突然想起明朝劉基引用賣桔子小販反諷達官貴人，其實就是：金玉其表，敗絮其中。

既然是一頁頁的論文稿交給國圖館，我不禁好奇的問，那麼才在2019年6月28日英國婦女圖書館收錄的版本，又是根據什麼版本影印傳真過去的呢？下一次又可能出現到哪裡？是紐約，東京還是羅馬？

參照倫敦大學政經學院 （PhD Academy）規定，LSE存放博士論文的主要三個地方是Senate House Library（法學總圖書館）、IALS（進階法律學圖書館）和LSE Main Library（LSE 本科生研究生圖書館），而不是被LSE Main Library託管的Women’s Library婦女圖書館檔案室。三個收錄博士論文的圖書館全部找不到她的論文登錄和論文實體版本。

簡言之，這篇私藏論文版絕對不是蔡總統聲稱1984年經過正常程序呈交，和收藏在倫敦大學指定的上述三個博士論文收錄圖書館的正規博士論文。這符合了上述三個校方收錄博士論文的圖書館都回應館內沒有她論文登錄和論文實體的說法。

蔡總統說這已經是35年前的事，「當時的做法是有當時的做法」，資料顯示婦女圖書館是2013年才被納入LSE監管，她2019年6月底才送進去的私人論文拷貝不能算是「當時」的做法吧？

朋友告知，我的讀後感文章見報後至少起了幾個影響：

1. 讓消失了35年的論文重現；2. 讓這本論文不合博士論文的瑕疵和倫敦大學博士論文規定的基本要件曝光；3. 讓這個論文存放的確實地點曝光；4. 讓這本論文的草稿有機會轉成電子檔案供閱；5. 還可以讓我做後續的對比。

我是僅有的幾個實際閱讀過LSE婦女圖書館蔡總統私藏論文的人之一，我的對比能夠佐證兩個版本的差異，而且確實找出令人驚訝的差異。

台灣國圖館散頁電子檔 vs 英國LSE婦女圖書館私人收藏論文本對比差異如下：

國圖館版本總頁數多了10頁，前面4頁及Chapter 1的6頁，兩本不盡相同。至於為什麼有添加中文頁，和沒有簽字的校方通知書、沒有簽字的口試通過通知書，可能只有作者才能解釋。學校給她的通知還寫道：“two copies to Taiwan”，太不可思議了。LSE怎麼會要求把兩份拷貝送到台灣？憑什麼呢？送到台灣那裡呢？LSE已經知道她要去那個學校了嗎？

LSE已經被通知她去那裡了嗎？或是她自己要用的？沒有簽字的倫敦大學官方文件怎有公信力？不太能夠說服人。

台北國圖館散頁電子檔和英國LSE婦女圖書館私人文件（論文）做同步的內容檢驗，就變得有必要了。

檢驗燙金版的內容仍不合LSE PhD Academy規定

避免外界質疑每個學校對博士論文標準要求不一的理論，我們就把倫敦大學政經學院的博士班管理處（LSE PhD Academy）所做的規定，和我9月13日和16日的筆記拿出來檢驗對比，做一個總結：

時間點不對：35年後呈交論文，絕對不合乎LSE Ph.D規定：口試時間是訂在呈交論文後三個月之內，口試結果學校會在兩週之內主考官會通知，參照倫敦大學Guidelines for M.Phil and Ph.D. Timetable for examination第4條。

1984年2月通過論文口試，如果蔡總統已提交論文和通過口試，論文就會被接受及登錄，就已完成程序，也就無需在35年後補交。

換言之，如果有交論文，校方就會安排三個月之內口試；如果有口試，學校就會安排主考官；如果有安排主考官，就會有主考官的考評結果，在兩週之內，就知道是否通過。可能是通過了，但需要修改更正，還是根本沒通過，事實只有一項。如果沒有，35年以後也不可以補交；更不必在35年後的現在拿了一些沒有簽字的校方文件，含混證明論文已經被通過。

此外，蔡總統說LSE丟掉了她的論文，這是很嚴重的指控，如果與LSE雙方對質時，我懷疑她能夠提出證明校方疏忽遺失，而沒有遺失其他同年105位同學的論文實體。

兩個版本格式上同樣不符合規定部分：我們參照倫敦大學博士班管理處所頒布的規定，檢驗這本放在婦女圖書館檔案室收藏的論文文件，和國圖館的電子檔案，我發現不符合倫敦大學博士論文要求和規定部分，主要有四個，列舉如下：

(1) 呈交（Presentation）：一旦呈交論文，就不得再更改。如果口試後被告知需要更改，學生必須更改後重新呈交，一旦被接受，就修成正果；即使裡面有錯字，都已經定案。如果之後被質疑到的缺頁部分、手改部分，都已經定案，也不能再更改或補件，否則違反規定第2條。

但是，缺頁是百分之百過不了第一關的，所有考官至少在這一方面是絕對把關的。

（2）頁碼（Pagination）：頁數必須「連號」。不論是蔡總統的電子檔案也好，LSE婦女圖書館的私人版本也好，中間有多處頁數沒有標號，包括參考資料7頁。已違反倫敦大學論文寫作規定第4條Pagination連號的規定。這也是校方和考官對論文嚴格的把關。

（3）原創聲明（Declaration）：必須有「原創聲明」，聲明整篇文章是作者原創（宣告沒有抄襲他人），如果論文內容某一部分是與其他人合作的成果，必須在聲明中說明；如果部分內容已經在其他論文中引用過，也必須聲明。但我縱觀國圖館電子版，和LSE婦女圖書館蔡總統論文私藏版全文，沒有這一項「原創聲明」，與規定第7條牴觸。蔡總統放在婦女圖書館和國圖館的都沒有這個宣告，顯然違反倫敦大學所有博士論文必須遵照的規定，即使貴為總統也有沒有例外。

（4）頁數形式（Paper）：這一點非常關鍵，倫敦大學博士論文要求論文呈現方式必須是單頁（only one side of thepaper may be used），簡單說，每一頁只准印前面一面，後面必須空白，單頁排印（所謂的張葉Leaves，一張葉等於兩頁pages）。放在LSE婦女圖書館的精裝本內容是雙面列印，登記頁數是365頁，如果是呈交論文，每一頁只印前頁後面空白，呈交總數則應當達到730頁。

國圖館的散張論文版是365頁，加上沒有頁數的參考書和文章還有7頁沒有號碼（真是亂），怎麼算都到達不了以「張葉」（leaves）呈交的730頁。論文的頁數不是越多越好，以量取勝，但學校這樣要求的目的是：第一，讓考官看得清楚容易讀 （是文明的表現），第二，一旦張葉（leaves）在圖書館登錄，以後就不能再補加，提防內容被攪混。這兩個版本都達不到這個基本要求，所以蔡總統的私人論文版本是以頁數（pages）登錄為「書」的，而其他正規的LSE博士論文是以「張葉」（leaves）登錄為論文（thesis/dissertation）。當然論文不可以散頁呈交，必須裝訂成本，才符合規定。

總結：

第一，蔡總統的倫敦版論文呈交地點錯誤：婦女圖書館不是正確收錄博士論文的地方。現今收藏散頁版論文的台灣國圖館的版本更不是合乎LSE要求呈交論文的地方。餘此類推，也不會是在東京或紐約，或任何不是LSE Senate House Library，LSE Main Library和IALS Library以外的地方。

第二，倫敦婦女圖書館版論文呈交已經錯過時間：蔡總統如果沒有在1984年口試後（如果有口試而且通過的話）呈交的話，她就已經錯過呈交的時間。

第三，內容檢查不合格：2019年6月28日登錄在婦女圖書館的論文拷貝無論是真是假，都不是經過認證的博士論文。有四點不符合LSE PhD Academy的要求，已如上說明。

國圖館上傳的電子檔公開後，內容在陽光下檢驗，很多學者下載後已開始研究分析。特別一提的是童律師和楊老師指出：這本論文的主體比較偏重國際貿易和政府經濟政策的討論，與我原先在婦女圖書館閱讀那私人版本論文，心中所做的推測非常吻合。但她怎麼會去專攻法律博士呢？而又聲稱她拿的是法學博士呢？她也有自稱是國際經濟法博士，不知這個學科出自那裡？

LSE裝聾作啞 作者混淆視聽 輕蔑誠信

出了這麼多的問題，為什麼LSE此刻選擇不作評？是否擅長操弄外交的英國人利用外國政府與人民之間的矛盾，伺機才動（play by ears），可進可退？還是擔憂另一個類似2008年發生在LSE裡，利比亞總統格達費兒子取得LSE博士學位醜聞的翻版，影響到學校百年來建立起來的校譽？即使媒體追問，不到最後關頭，不會主動出面澄清。現在可以理解，為什麼蔡總統總篤定地說「有學位就有論文」的說法。

蔡總統的誠信終究因為登錄時間、地點不合邏輯而受質疑，還有論文版本的內容、形式和不符合校方規定的呈交格式，問題重重。經不起考驗的不只是這個論文本身的各種瑕疵，也是蔡總統一直未以誠信為本，願意解釋這個論文門的過程中留下的空窗。

凡走過必留痕跡，沒有走過的，也無法製造時空都符合的景像。撰寫論文期間過程過於簡單，時間超快難以置信。

未認證的博士論文 進不了LSE博士論文圖書館

祖克柏每年年初都會發表新年新希望，像去年是走訪美國每一州、2016年是建立最簡單的家庭AI系統，以及最有名的是2010年學習中文 （他還真的學到能說流利中文）。

Every year I take on a personal challenge to learn something new. I've visited every US state, run 365 miles, built an AI for my home, read 25 books, and learned Mandarin.

I started doing these challenges in 2009. That first year the economy was in a deep recession and Facebook was not yet profitable. We needed to get serious about making sure Facebook had a sustainable business model. It was a serious year, and I wore a tie every day as a reminder.

Today feels a lot like that first year. The world feels anxious and divided, and Facebook has a lot of work to do -- whether it's protecting our community from abuse and hate, defending against interference by nation states, or making sure that time spent on Facebook is time well spent.

My personal challenge for 2018 is to focus on fixing these important issues. We won't prevent all mistakes or abuse, but we currently make too many errors enforcing our policies and preventing misuse of our tools. If we're successful this year then we'll end 2018 on a much better trajectory.

This may not seem like a personal challenge on its face, but I think I'll learn more by focusing intensely on these issues than I would by doing something completely separate. These issues touch on questions of history, civics, political philosophy, media, government, and of course technology. I'm looking forward to bringing groups of experts together to discuss and help work through these topics.

For example, one of the most interesting questions in technology right now is about centralization vs decentralization. A lot of us got into technology because we believe it can be a decentralizing force that puts more power in people's hands. (The first four words of Facebook's mission have always been "give people the power".) Back in the 1990s and 2000s, most people believed technology would be a decentralizing force.

But today, many people have lost faith in that promise. With the rise of a small number of big tech companies — and governments using technology to watch their citizens — many people now believe technology only centralizes power rather than decentralizes it.

There are important counter-trends to this --like encryption and cryptocurrency -- that take power from centralized systems and put it back into people's hands. But they come with the risk of being harder to control. I'm interested to go deeper and study the positive and negative aspects of these technologies, and how best to use them in our services.

This will be a serious year of self-improvement and I'm looking forward to learning from working to fix our issues together.
