近日中央流行疫情指揮中心陸續公布了本土COVID-19陽性案例及其相關活動史,5月2日所公布案例的活動地點已擴及到台北市及新北市,請大家務必提高警覺,並做好個人防疫措施,以維護校園安全。
.
因疫情一直在更新,請大家密切注意中央流行疫情指揮中心的最新消息,自即日起,本校獲知新的公共場所活動史訊息後,也將立即發布動態訊息於本校的FB及官網首頁。
.
具有個案活動地點接觸史的教職員工生,請主動通報所屬單位防疫聯絡人,如果沒有症狀,可以正常到校上班上課,但外出應全程配戴醫用口罩(包括進入校園、進入學校館舍、共用之辦公室内),進行自我健康監測。如果出現發燒、上呼吸道、腹瀉、嗅味覺異常等症狀,亦請通報所屬單位防疫聯絡人,同時應配戴醫用口罩,盡速至就近社區採檢院所就醫,不得搭乘大眾運輸工具。

若被衛生主管機關列為自主健康管理者(包括曾出入桃園華航諾富特飯店者),請勿到校上班上課,並依中央疫情指揮中心相關規定辦理。

為維護師生健康,學校將強化以下防疫措施:
1.立即加強各公共空間的消毒作業。
2.請各館舍透過門禁管制、安排管控人員等方式,加強落實館舍進出實名制。
3.上課及會議期間請確實配戴口罩。
.
再次提醒,疫情期間請大家出門儘量配戴口罩、勤洗手、與他人保持社交距離,並自我注意是否出現發燒、 呼吸道症狀、腹瀉、嗅味覺異常等疑似症狀。如出現疑似症狀,應確實佩戴醫用口罩,儘速至附近社區採檢醫院就醫,且不得搭乘大眾交通運輸工具;就醫時,應主動告知接觸史、旅遊史、職業暴露及身邊是否出現其他人有類似症狀;返家後亦應佩戴醫用口罩,避免外出。

The Central Epidemic Command Center (CECC) over the past couple of days has released a series of updates on the travel history of confirmed local COVID-19 cases. In the May 2 announcement, the areas visited by the confirmed cases have expanded to include Taipei City and New Taipei City. The University is asking all of you to stay on high alert and carry out personal pandemic-prevention measures to safeguard campus health.

While this COVID situation is constantly being updated, please pay close attention to the latest announcements by CECC. From now on, the University will post the latest updates on its Facebook fan page and the University’s home page as soon as they are released.
.
For students and colleagues who are among the contacts of the confirmed cases in the listed locations, please voluntarily notify the pandemic prevention contact person(s) at your affiliated department or office. Those who fit the above description but do not have any symptoms may still attend or teach classes as usual. Please be advised to wear a medical mask at all times when in public places (e.g. the NTU campus, premises, or shared office spaces). Please also carry out self-health monitoring until specified dates. If suspected symptoms develop such as fever, respiratory complications, diarrhea, and abnormality of smell and taste, please contact the pandemic contact person(s) at your affiliated department or office, wear a medical mask at all times, immediately seek medical attention at a nearby hospital for COVID-19 testing, and avoid taking public transportation.

If you are among those (including people at the Novotel Taipei Taoyuan International Airport on the listed dates) requested by public health competent authorities to carry out self-health management, please refrain from entering the University for classes or work and follow the instructions stipulated by the CECC.

The University is stepping up the following preventive measures to protect the health of students and faculty.
1. Immediately strengthen disinfection of public spaces;
2. Implement access control, appoint entry control personnel, and tighten the real-name entry system on all of university premises; and
3. Enforce mask-wearing during classes and meetings.
As the COVID-19 is still raging, please again be reminded to always wear a mask when you go out, wash hands frequently, and keep appropriate social distancing. Be on alert for suspected symptoms: fever, respiratory complications, diarrhea, and abnormality of smell and taste. If they appear, please wear a medical mask, immediately seek medical attention at a nearby hospital for COVID-19 testing, and refrain from using any public transportation. When in the hospital for treatment, please voluntarily tell the physician your contact and travel history, potential occupational exposure to the virus, as well as people around you with similar symptoms. When you return home, please also wear a medical mask and avoid going out if not necessary.

如果不是越來越多的美國人站出來,說自己可能在中國疫情發生前就患有不明呼吸系統傳染性疾病,人們不會搜索一個冷門的詞匯——德特裏克堡生物基地。
提及這個基地,外媒在顯眼位置寫下了這樣一句話:“美國政府進行最黑暗實驗的中心。” 美國疫情,關於該基地的謎題重重。為何能言善辯的美國政客至今仍不擺出事實自證清白?
中國日報新媒體推出三期深度長文,起底德特裏克堡裏的“貓膩”。
疫情以來,德特裏克堡生物基地(Fort Detrick)這個冷門詞匯頻頻被提及。
該生物基地之所以頻被關註,系因為美國媒體曝出在中國發生疫情前的幾個月,德特裏克堡生物基地附近暴發了一種不明原因的呼吸系統致命性疾病。更重要的是,去年7月,不明傳染性疾病出現前,德特裏克堡生物基地神秘關閉,而美國政府至今不願解釋清楚突然關閉的原因。美國國內質疑聲音不斷,要求查清德特裏克堡生物基地關閉與“大流感”和新冠肺炎之間關系的呼聲也越來越高。
3月10日,名為B.Z.的網民在白宮請願網站發起一條請願貼,請願者列出了德特裏克堡生物基地與新冠病毒暴發有關的時間線,希望美國政府給出合理解釋:
2019年7月,位於德特裏克堡的美國陸軍傳染病醫學研究所被關閉;7/2019, the top secret US army's medical research institute of infectious diseases at Fort Detrick was closed;2019年8月,一場大規模“流感”暴發,導致1萬多人死亡;8/2019, a large-scale "influenza" killed more than 10,000 people;2019年10月,美國在中情局副局長的參與下組織了“事件201”-全球流行病演習;10/2019, the United States organized Event 201 - A Global Pandemic Exercise with the participation of the Deputy Director of CIA;2019年11月,中國發現不明原因肺炎;11/2019, pneumonia of undetermined origin was found in China;2020年2月,世界暴發流行病;2/2020, the epidemic in world broke out;2020年3月,有關德特裏克堡關閉的大量英語新聞報道被刪除,顯示“ 404未找到”......3/2020, a large number of English news reports about the close of Fort Detrick were deleted, displaying "404 not found" ...
讓事情更加撲朔迷離的是,時間線上提到的,代號為201的全球流行病演習。這場美國全球流行病演習2019年10月舉辦,因為演習的腳本與今天疫情發展的相似度頗高,引發了國際社會的持續關註。
據“事件201”官網介紹,當時演習的場景是:模擬了一種新型人畜共患病冠狀病毒(CAPS)的暴發。該病毒比SARS更容易傳播,可能由癥狀較輕的個體傳播。這種病毒起初由蝙蝠傳播給豬,再傳播給人,最終變異為可在人與人之間傳播,從而導致一場傳染嚴重的流行病。
是否是德特裏克堡生物基地泄露?全球流行病演習為何劇情跟現實如此類似?隨著美國疫情暴發,社交媒體上,對美國政府的問號越來越多。閉口不談德特裏克堡生物基地還倒打一耙2020年5月3日,在接受美國廣播公司(ABC)采訪時,蓬佩奧不顧世界上幾乎所有頂級科學家和疾控專家的反對,堅持“新冠病毒來自於中國武漢實驗室事故”等荒謬言論,甚至毫無根據地謊稱:到目前為止最好的專家似乎都認為它是人造的。我現在也沒有理由不認可這一點。

想“甩鍋”中國武漢實驗室的蓬佩奧卻搬起石頭砸了自己的腳。事實上,包括美國媒體、民眾在內的國際輿論普遍認為,最應接受國際調查的,恰恰是不願告知公眾真相的德特裏克堡生物基地。
生活在德特裏克堡附近的網友說,自己可能2019年11月就患有可怕的不明呼吸道疾病。
我住在特拉華州,就在馬裏蘭州旁邊,相隔1英裏的樣子。11月末12月初,我們這裏的每個人都得了一種可怕的不明呼吸道疾病,有流感癥狀。我的家人就有,並且我母親差點死於其中。去看了三次醫生,癥狀持續了21天。很糟糕,這不是普通的流感,醫生也無能為力。我那個治療中心每個人都有這種癥狀。整整三周,他們都說醫生們無法確定病因。我認為這種病毒先在我們這裏有,然後在中國發生了變異,又傳了回來。從那時起,我母親就在隔離了。因此我們看看她是否有抗體就知道了。而且他們拒絕在這裏給我們進行檢測,仿佛不想讓我們知道似的。

4月29日,《紐約時報》也提出疑問,在報道中震驚地寫道:美國8周內新冠肺炎死亡人數竟然超過8年越戰期間死亡人數。
... the reported death toll from the virus in the United States topped 60,000 — more killed in eight weeks than the 58,000 American troops killed in eight years of major combat in Vietnam.

作為美國中情局(CIA)前局長,蓬佩奧對德特裏克堡生物基地應該不陌生。美國“政治”新聞網站的一篇報道,標題加粗,大寫著這樣一段話:德特裏克堡秘史——中央情報局意識操控實驗基地

1942年,日本軍隊在中國發動細菌戰的報道引起了美軍的警惕,因此,美國陸軍決定啟動一項秘密計劃,研發生物武器。

在聽證會上眾議員哈利·魯達(Harley Rouda)問疾控中心主任羅伯特·雷德菲爾德,是否有可能有些流感患者被誤診,實為冠狀病毒攜帶者。

The doctor replied that "some cases have actually been diagnosed that way in the United States today."
近日,據美國媒體報道,美國新澤西州貝爾維爾市市長邁克爾·梅勒姆表示,自己在2019年11月就已感染新冠病毒。梅勒姆拿到的最新檢測結果也顯示,他已有新冠病毒抗體。而美國此前報道的本土首例新冠肺炎確診病例時間是在1月下旬。
梅勒姆認為,此前許多重癥流感很可能就是新冠肺炎,他身邊也有很多人曾在去年11、12月生病且癥狀嚴重。
邁克爾·梅勒姆不是個例,多名網友也紛紛表示,在中國疫情之前,感覺新冠病毒已經在美國傳播。
我一直在思考並告訴他人我的經歷。我住在紐約,在納索縣工作。一月初,每個人——我說的“每”是指我80%的同事,朋友,家人,包括我的兒子,他的同學和父母。我們都有發燒和類似流感的癥狀。我發誓我的直覺一直告訴我,當中國宣布他們的問題逐漸嚴峻時,我們已經有了新冠病毒在傳播。太多人被蒙在鼓裏中,太多人相信並遵循著政府所說的一切。是時候讓人們覺醒了!!

This is a message that I would like to share with the world.
A message from Taiwan.
Hi there, this is Vivi from Taiwan.
There’s something that I would like to share with you.
With more than 1.7 million confirmed cases and 100 thousand deaths around the world, the COVID19 pandemic outbreak has become the most challenging global health crisis of our time. This is an unprecedented time that has affected the lives of everyone in our global community, regardless of race, gender, culture, or skin colour.
At this defining moment in history, cooperation will bring upon the relief and clarity needed to triumph over a common threat facing humankind. In this fight, I, as a citizen of this global community, believe health is a fundamental human right that is inherent to all human beings. ‘Health For All, Leave No One Behind’ is a guiding principle of all health professionals, as well as a message that has resonated with us Taiwanese people through the toughest of times. In 2003, the SARS outbreak devastated my home country. Left isolated and marginalised by the WHO in the fight against SARS, we learned, through fearful uncertainty, how to tenaciously combat pandemics. But most importantly, the people of Taiwan experienced firsthand what it felt like to be left behind. Taiwan, despite just being miles off the coast of China, has effectively managed the spread of coronavirus in our country. And it is the belief that we should ‘leave no one behind’ that motivates us to play our role in the global community.
Taiwan can help, and Taiwan is helping.
In the past few weeks, the Taiwanese government has donated more than 10 million surgical masks to the United States, Europe, Southeast Asia, India, Central America and South America. Other medical supplies are also finding their way to all continents around the globe. Since the very first days of the outbreak, the Taiwanese government has devoted itself to fighting this pandemic. Through information transparency, quick response, early deployment and the effective use of big data, the functions of our society continue without interruption. To share our knowledge on COVID-19 with the world, we created virtual forums, participated by numerous countries, of our successful and internationally recognised public health policies. Our government and research centres have also teamed up with the Czech Republic, European Union and the United States in sharing tactics and technology and collaborating on the development of vaccines and rapid test kits. Finally, we have worked with different governments in analysing the economic, social and psychological impact of the epidemic and related isolation measures.
Taiwan cares, and Taiwan helps.
This virus can tear up the world, but it will not shake the foundations of humanity’s values. For a worldwide pandemic that does not discriminate based on borders and nationalities, it is crucial that we, in times of a crisis like this, stay stronger together.
Taiwan never forgets her friends from around the world.
We are part of this global team and we are in solidarity with the rest of the world.

COVID19爆發至今,已在全球造成超過一百七十萬人確診、十萬人犧牲。這次的疫情,是這個世代面臨最大的全球衛生危機。這是一場影響了全人類,不論種族、性別、文化、與膚色,我們都必須共同面對的,前所未有的挑戰。
在這個歷史性的浪尖上,並肩合作、共同抗疫,才能夠引領我們贏得這場對抗病毒的戰役。身為全球公民的一員,我始終相信「健康,是每一個人都享有的基本人權」。而「全民均健」,不只是每一個醫衛人員所堅守的價值,更是在這樣艱難的時刻中,臺灣人民付諸實行的信念。在2003年時,我們經歷了SARS的考驗,並學會了如何在前方情形未知、還被WHO排除在外的情況下,仍舊堅韌地戰勝傳染病。但最重要的是,臺灣人比誰都了解孤軍奮戰的心情。而在這次的疫情當中,臺灣即便緊鄰中國,依然有效地阻擋了疫情擴散。同時也正是「全民均健,不可遺落任何一個人」的信念,引領臺灣始終積極地在國際社會中,貢獻一己之力。
臺灣可以幫忙,我們也正在全力幫忙。
在過去幾週內,臺灣捐贈了超過一千萬個醫療口罩至美國、歐洲、東南亞、印度及中南美洲。同時,也有許多捐贈給各大洲的防疫醫療器材,正在運送與安排當中。自從疫情爆發的第一天起,我們的政府就全體動員,合力對抗傳染病。經由公開透明的疫情資訊、超前部署、快速溝通與反應、以及大數據運用等防疫策略,臺灣社會才得以繼續維持日常生活不受影響。而我們也開始舉辦線上會議,與許多國家分享我們的防疫經驗——臺灣的防疫成果,是國際有目共睹的。我們的政府與醫衛研究機構,也跟捷克、歐盟、美國合作,不僅分享防疫策略、技術,也開始共同研發疫苗與快篩。近期,我們也跟他國政府共同合作,研究此次疫情所帶來在經濟、社會與心理健康上的影響。
臺灣因為在乎,所以我們實際幫忙。
病毒或許可以分裂這個世界,但沒辦法撼動人類最根深蒂固堅守的價值。面對著這個跨越邊界、國籍的傳染病危機,這個世界必須攜手合作,共同強大。
臺灣從來沒有忘記我們全球的友邦與朋友。
我們是這個世界的一份子,也會持續跟全世界站在一起,抵禦病毒。
臺灣與你並肩。

This is an open letter to the World Health Organization about including Taiwan as a member or observer. Why should Taiwan be included in the WHO and WHA?
Over the past few days, more and more figures in Taiwan such as 阿滴英文 Ray Du and 吳鳳 Rifat have been stepping out as proponents of the WHO considering inclusion of Taiwan into the world health organization amid the threat of the 2019 novel coronavirus epidemic. Seeing these pleas has motivated me to do my part.
Dear WHO,
I’m Brian. An American citizen who spent a good portion of my childhood living abroad in St. Kitts, and have been living and working in Taiwan for the past 10 years.
As an American citizen and having lived in St. Kitts and Taiwan, I’ve seen and experienced a wide range of medical facilities, practices, and benefits.
In Taiwan, I’ve without a doubt experienced the best quality of healthcare out of those three places.
Due to the unique history of Taiwan, it has been excluded from participating in the WHO. However, over the past months and especially in the past weeks since the seriousness of this 2019-nCoV outbreak have come to be realized, many leaders and people of influence from around the globe including the USA, Japan, Canada, Germany, Australia and others.
I have faith in Taiwan’s ability to aid in the battle against this new coronavirus, not only because of my knowledge of the affordable healthcare that’s available to all here, but also because the technology and procedures here are extremely modernized.
Taiwan has a highly skilled force of researchers, physicians, and medical professionals who could all be great assets in the worldwide fight to control this outbreak and minimize casualties.
The experience Taiwan has accumulated in the past while dealing with pandemics such as swine flu, mers, and sars have allowed professionals to learn the necessary skills and precautions to take to help thwart these types of outbreaks, and as a member of the who and wha, the skills of these amazing people could help not just in a local level, but on a global scale to contribute to the attainment by all peoples of the highest possible standard of health.
