Taiwan vital to Indo-Pacific strategy

What we really need now is the Taiwanese government and public raising their voices, because Japan is not the same as it was before.

The administration of Japanese Prime Minister Yoshihide Suga often stresses the importance of peace and stability in the Taiwan Strait, and most Japanese politicians and members of the public are pro-Taiwan and anti-China.

If they could hear the Taiwanese government and public say that “Taiwan is a sovereign and independent country, not a part of China,” the Japanese government and public would find it hard to ignore MEXT’s inappropriate pandering to China.

Hopefully, future Japanese textbooks will lead children to understand that Taiwan and China are two completely different countries, and Taiwan is the one that is our true friend, as well as that China has no right to annex Taiwan.

ด้วยความที่มีภูมิอากาศเหมาะสม แคว้นแห่งนี้จึงเป็นเขตปลูกส้มที่สำคัญที่สุดของประเทศสเปน ซึ่งการปลูกส้มก็ไม่ได้เพื่อการส่งออกเพียงอย่างเดียว แต่ยังนิยมปลูกไว้เพื่อประดับประดาไปทั่วเมืองด้วย

แต่ปัญหาก็มักเกิดขึ้นในช่วงฤดูหนาว เมื่อต้นส้มทั่วทั้งเมือง ต่างออกผล
จนเกิดมหกรรม “ส้มหล่น” จำนวนกว่า 5.7 ล้านกิโลกรัม เกลื่อนกลาดไปทั่วทางเท้าและถนนหนทาง

สำนวน “ส้มหล่น” ในภาษาไทย มักมีความหมายสื่อถึงสิ่งดี ๆ ที่ได้มาโดยไม่คาดคิด
แต่สำหรับเมืองเซบิยาแล้ว มหกรรม “ส้มหล่น” ในแต่ละครั้ง คงไม่ได้นำสิ่งดี ๆ มาให้สักเท่าไร

แล้วเซบิยา มีแผนจัดการกับปัญหานี้ อย่างไร ?

ก่อนอื่นมารู้จักความสัมพันธ์ของส้มกับประเทศสเปนกันสักนิด..

แต่เดิมส้มเป็นผลไม้พื้นเมืองของทวีปเอเชีย โดยเฉพาะในแถบตอนเหนือของอินเดียและจีนตอนใต้ โดยพ่อค้าชาวอาหรับเป็นผู้นำผลไม้ชนิดนี้มาเผยแพร่ในแถบตะวันออกกลางและแอฟริกาเหนือ

เมื่อดินแดนสเปนถูกยึดครองโดยชาวมัวร์ ซึ่งเป็นชาวมุสลิมจากแอฟริกาเหนือในช่วงศตวรรษที่ 7 ชาวมัวร์ก็ได้นำต้นส้มเข้ามาทดลองปลูกบนแผ่นดินสเปน

ความโชคดีประการหนึ่ง คือ ผลไม้ตระกูลส้ม จะเจริญเติบโตได้ในที่ที่มีอากาศร้อนและแห้งแล้งในฤดูร้อน และมีฝนตกมากในฤดูหนาว ซึ่งพื้นที่ส่วนใหญ่ของสเปนมีภูมิอากาศแบบนี้
ซึ่งเรียกว่า ภูมิอากาศแบบเมดิเตอร์เรเนียน

จากจุดเริ่มต้นโดยชาวมัวร์ สเปนได้กลายเป็นแหล่งปลูกส้มที่สำคัญของโลกในปัจจุบัน
ในปี 2020 สเปนส่งออกส้มเป็นอันดับ 1 ของโลก คิดเป็นมูลค่า 46,200 ล้านบาท
และคิดเป็นสัดส่วนถึง 1 ใน 4 ของโลก

พื้นที่ปลูกส้มส่วนใหญ่ของสเปนจะอยู่ทางตอนใต้ โดยเฉพาะในแคว้นอันดาลูซิอา ที่ให้ผลผลิตส้มมาจากแคว้นนี้ปีละกว่า 1.6 ล้านตัน

หนึ่งในส้มที่ปลูกมากในแคว้นนี้ คือ Bitter Orange หรือ ส้มขม เป็นส้มที่มีรสชาติออกขม และคนสเปนก็ไม่ค่อยนิยมกินสด ๆ เท่าไร นิยมนำไปทำ Marmalade หรือแยมผิวส้มมากกว่า

โดยประเทศที่เป็นจุดหมายปลายทางของการส่งออกส้มและแยมผิวส้มมากที่สุด ก็คือ สหราชอาณาจักร ซึ่งคนอังกฤษจะเรียกส้มชนิดนี้ว่า “ส้มเซบิยา”..

ซึ่งแน่นอนว่าในเมืองหลวงของแคว้นอันดาลูซิอา อย่างเมืองเซบิยา
เราก็จะสามารถพบเห็นต้นส้มเซบิยาได้อย่างง่ายดาย เพราะจะถูกปลูกประดับประดาอยู่ริมถนน สถานที่สำคัญ สวนสาธารณะ หรือแม้แต่ในเขตที่อยู่อาศัย

ข้อโดดเด่นอีกอย่างของต้นส้มเซบิยา คือกลิ่นดอกที่หอมหวน ทำให้ในช่วงฤดูใบไม้ผลิ ต้นส้มในเมืองกว่า 48,000 ต้นก็จะผลิดอกหอมหวน ตลบอบอวลไปทั่วทั้งเมือง

แต่สัญญาณของความวุ่นวายก็มักจะเกิดขึ้น เมื่อเมืองเซบิยาเข้าสู่ฤดูหนาวในช่วงปลายเดือนตุลาคม ถึงต้นเดือนพฤศจิกายน

ส้มเป็นผลไม้ไม่กี่ชนิดที่จะออกผลในช่วงฤดูหนาว และฤดูหนาวของเซบิยาก็ไม่ได้หนาวรุนแรงเหมือนเมืองอื่น ๆ ทางตอนเหนือของยุโรป

และเมื่อส้มทั้งเมืองออกผลในช่วงเวลาไล่เลี่ยกัน
นั่นก็ทำให้เซบิยาเต็มไปด้วย “ส้มหล่น” กว่า 5.7 ล้านกิโลกรัม

ด้วยความที่ส้มเหล่านี้มีรสขม และไม่เป็นที่นิยมของชาวเมือง พื้นถนนและทางเท้าจึงเต็มไปด้วยส้มหล่นที่ไม่มีใครต้องการ

บางแห่งก็เจิ่งนองไปด้วยน้ำส้มที่แตกจากผล บางแห่งมีแมลงวันตอมและเริ่มส่งกลิ่นเหม็น มีผู้คนไม่น้อยที่เดินเหยียบส้มเหล่านี้จนเกิดอุบัติเหตุ จนกลายเป็นความวุ่นวายไปทั่วทั้งเมือง

ทางเทศบาลเมืองเซบิยาต้องใช้พนักงานกว่า 200 คน ทำการเก็บกวาดส้มตลอดทั้งเดือน ยังไม่นับรวมค่าใช้จ่ายในการกำจัดซากส้มหล่นมหาศาลที่ไม่มีใครต้องการเหล่านี้

“ส้มหล่น” สำหรับชาวเมืองเซบิยา นอกจากจะไม่ได้นำสิ่งดี ๆ เข้ามาแล้ว
ยังกลายเป็นปัญหาที่สร้างความกระอักกระอ่วนใจให้กับผู้คน และผู้บริหารในเมืองมานานแสนนาน จะตัดทิ้งก็ไม่ได้เพราะเป็นเหมือนต้นไม้ประจำเมือง จะกินก็ไม่ได้เพราะรสชาติไม่อร่อย

จึงนำมาสู่การคิดแก้ปัญหานี้อย่างจริงจัง ในปี 2020..

บริษัท Emasesa บริษัทบริหารจัดการน้ำของเทศบาลเมืองเซบิยา ได้คิดโครงการนำร่องเพื่อแก้ปัญหาส้มหล่น โดยได้ทดลองนำส้ม 35,000 กิโลกรัม ไปหมักบ่ม

การหมักบ่มทำให้เกิดแก๊สชีวภาพอย่างแก๊สมีเทน ที่สามารถนำไปผลิตไฟฟ้าเพื่อใช้ในกระบวนการกรองน้ำให้บริสุทธิ์ ซึ่งก็ประสบความสำเร็จเป็นอย่างดี

Benigno Lopez ผู้บริหารฝ่ายสิ่งแวดล้อมของ Emasesa ได้เสนอให้มีแผนการต่อไป
คือการนำส้มทั้งหมดในเมืองมาหมักเพื่อให้เป็นพลังงานชีวมวล สำหรับใช้ผลิตไฟฟ้าให้กับระบบกรองน้ำของเมืองทั้งหมด

โดยทางเทศบาลอาจต้องลงทุนเพิ่มประมาณ 250,000 ยูโร หรือราว 10 ล้านบาท ซึ่งคาดว่าพลังงานที่ได้ จะเหลือให้นำไปผลิตไฟฟ้าเพื่อแจกจ่ายให้ครัวเรือนในเมืองเซบิยาอีกด้วย

โดยส้ม 1,000 กิโลกรัม สามารถผลิตไฟฟ้าเพื่อใช้งานเป็นระยะเวลา 1 วัน เพียงพอสำหรับ 5 ครัวเรือน

ซึ่งหากคำนวณส้มหล่นทั้งหมดในเมืองกว่า 5.7 ล้านกิโลกรัม ซึ่งรวมทั้งส้มที่ร่วงหล่นลงมาแล้วและยังไม่หล่น ก็จะสามารถผลิตไฟฟ้าให้ผู้คนในเมืองได้ไม่ต่ำกว่า 28,500 ครัวเรือน
ซึ่งคิดเป็นเกือบ 20% ของครัวเรือนในเขตเทศบาลเมืองเซบิยา

Juan Espadas Cejas นายกเทศมนตรีของเซบิยา ได้ให้คำสัญญาว่าจะผลักดันโครงการนี้อย่างเต็มที่ เพื่อให้ชาวเมืองเซบิยามีน้ำสะอาดสำหรับใช้อุปโภคบริโภค โดยใช้พลังงานสะอาดจากชีวมวล และต่อยอดไปสู่การสร้างเศรษฐกิจพึ่งพาตัวเอง และการแก้ไขปัญหาพลังงานและสิ่งแวดล้อมอย่างยั่งยืน..

สเปนตั้งเป้าว่าจะเป็นประเทศที่ปล่อยคาร์บอนเป็น 0 หรือ Carbon Neutral ภายในปี 2050 หรืออีก 29 ปีข้างหน้า ซึ่งเป้าหมายแรก ๆ คือการผลิตไฟฟ้าทั้งหมด 100% จากพลังงานหมุนเวียน

ในปี 2020 พลังงานที่ใช้ในการผลิตไฟฟ้าของสเปน มาจากพลังงานหมุนเวียน 43% โดยเป็นพลังงานลม 21% พลังงานน้ำ 12% พลังงานแสงอาทิตย์ 8% และชีวมวลราว 2%

การจัดการ “ส้มหล่น” ของเมืองเซบิยา อาจกลายเป็นจุดเริ่มต้นให้สเปน พัฒนากระบวนการผลิตไฟฟ้าจากชีวมวลในอนาคต เพื่อให้สามารถเติมเต็มเป้าหมายด้านสิ่งแวดล้อมได้เร็วขึ้น

เรื่องราว “ส้มหล่น” อาจสร้างปัญหาให้กับชาวเมืองเซบิยามาเนิ่นนาน
แต่สำหรับอนาคตของพลังงานและสิ่งแวดล้อมแล้ว
เมืองเซบิยาก็อาจกำลังเจอ “ส้มหล่น” ที่ได้รับสิ่งดี ตามความหมายของสำนวนไทย ขึ้นมาจริง ๆ..

Extreme heat and wildfires continued to plague parts of southern Europe on Wednesday, a day after the top temperature in Greece reached 47.1 degrees Celsius (117 degrees Fahrenheit) -- just shy of the highest ever recorded in Europe.
