【台灣🇹🇼將協助聖文森國🇻🇨災害管理及降低醫療負擔】

近期聖文森國近期發生蘇富瑞（La Soufrière）火山噴發，我國對聖國表達關懷與慰問。

災難沒有國界，台灣有豐富的防災合作及緊急應變經驗，「臺灣國際醫衛行動團隊」（TaiwanIHA）的專家未來在新備忘錄的機制下，將會協助聖文森國政府評估國家災害應變機制，對聖文森 #地震預警系統 及 #火山監測設施 的建置與強化進行先期評估，另也分享台灣豐富的科技防災經驗，期待協助聖國降低緊急醫療負擔。

「臺灣國際醫衛行動團隊」（TaiwanIHA）是由外交部與衛生福利部共同籌組，於4/13和財團法人國際合作發展基金會、財團法人國家實驗研究院及行政法人國家災害防救科技中心，共同簽署「聖文森國災害管理降低緊急醫療負擔發展計畫前期研究專案」策略性合作備忘錄。聖文森國駐台大使 Embassy of St. Vincent and the Grenadines, ROC, （Taiwan） 柏安卓（Andrea Bowman）受邀出席見證簽約儀式。

After the recent eruption of La Soufrière volcano in Saint Vincent and the Grenadines, we'd like to express our concern for the country in this time of need.

Natural disasters know no borders and Taiwan is happy to share its experience and expertise in disaster prevention and response with our friends and partners around the world.

A long-planned memorandum of understanding on a consultancy project for disaster management and medical capacity building was signed with the country earlier this week. Under the agreement, Taiwan will help the country assess its disaster response capability, particularly when it comes to earthquake early-warning systems and volcanic activity monitoring equipment. We also hope to lower the medical costs of future disasters by sharing our disaster prevention technology.

【防災救援倡議：宣導教育—建立韌性—採取行動】
當前的世界各國面臨諸多跨國挑戰。本著美台在人道援助及災害防救領域的穩健合作，美國在台協會推出「防災救援倡議活動：宣導教育—建立韌性—採取行動」（HADR）系列活動，期望能夠提升公眾對災難的認識，並支持台灣內外強化個人及社區的災害防救能力。

AIT美國公民服務組上個月與台北市政府官員一同觀摩市政府年度災害防救演習。超過1,400人在動物園站堤外停車場周圍參加了共計32項演習。觀摩項目包括災防告警訊息發布、地震及土石流災害搶救、飛機迫降救援、火警搶救及有毒物質處置等。AIT很高興能與台北市政府合作，進一步強化社區危機處理能力，並強調設立災難應對系統的重要性。

【Partners in HADR: Awareness – Resilience – Action】
Nowadays the world faces many challenges that are transnational in nature. Building upon the robust U.S.-Taiwan cooperation in the Humanitarian Assistance and Disaster Relief (HADR) space, AIT’s “Partners in HADR: Awareness – Resilience – Action” campaign aims to raise public awareness and support activities that foster personal and community resilience within and beyond Taiwan.

AIT American Citizen Services representatives joined Taipei municipal government officials in observing the city’s annual disaster prevention exercises last month at the embankment parking lot near Taipei City Zoo. More than 1,400 participants took part in a total of 32 drills. Activities viewed included disaster prevention and warning message release, earthquake and landslide rescue operations, aircraft forced landing rescue, firefighting operations and toxic material disposal. AIT is delighted to work with Taipei City to further strengthen community crisis management capabilities and stress the importance of disaster response systems.

【呉外交部長、東北友情特別展示で祝辞】

10年前、東日本大震災が発生した際、台湾は真っ先に支援の手を差し伸べました。10年後のきょう #日本台湾交流協会 は「東日本大震災から10年 東北友情特別展示」を開催し、台湾と日本の強い絆を再確認しました。

#外交部 の呉釗燮部長（=外相）は祝辞で「台日は地理的、歴史的、感情的にも近く、10年前の悲痛な災害は双方の絆をより深めた。3年前の花蓮地震では #安倍晋三 首相が直筆で色紙に #台湾加油（頑張れ、台湾）と書き、多くの台湾人を感動させた」と述べました。

また「最近ある国が非合理的な理由から台湾産パイナップルの輸入を停止したとき、日本の人々はすぐに台湾を応援する行動を起こしてくれた。実際の行動で台湾を応援する姿勢は多くの台湾人を感動させた。この10年間、台日は手を取り合い、支え合って歩いてきた。次の10年もこれが続くよう願っている」とも述べました。

MOFA Minister Joseph Wu visited the 311 Exhibition hosted by the Japan-Taiwan Exchange Association today, which marks the 10th anniversary of the devastating Tohoku earthquake and tsunami on March 11, 2011.

Minister Wu praised the stoicism and resilience with which the Japanese people embarked on the process of rebuilding after the earthquake. He added that, although we are all pained by the countless lives lost and the families torn apart, the unexpected silver lining of the tragedy was the strengthening of the friendship between our two nations.

He also pointed to the mutual nature of this relationship, in how Japan is #AlwaysHere to cheer us on through the hard times, recalling former Japanese prime minister Shinzo Abe's words of encouragement to Taiwan in the wake of the Hualien earthquake of 2018. More recently, he pointed to how ordinary Japanese people rushed to buy the #TaiwanPineapple when Taiwan was faced with export market challenges.

The exhibition, which was organized to thank Taiwan for its assistance and the outpouring of goodwill in the wake of the disaster, features signed manga pieces by Japanese manga artists, news reports and photos from the time, as well as craft works, disaster prevention products and commemorative films. There will also be a Taiwan-Japan friendship section, featuring books on the two countries and Taiwanese products that Japanese people show a particular fondness for.

It will run from March 10 – March 21 in the M7B space at Huashan 1914 Creative Park in #Taipei (weekdays: 11:00 – 18:00, weekends: 10:30 – 18:30). There will also be a concert and market at the Huashan Theater (amphitheater) from March 13-14 (11:00 – 17:00).

Retort Bento RetoBen 'Gyu-Don Beef Bowl'. This is new type bento and I like the concept. It's convenient because you can eat it without microwave(without heating). The expiration date is long(3 years), so it's a kind of emergency foods. Btw, Today(September 1st) is Disaster Prevention Day. 　The day reminds us of the 1923 Great Kantō earthquake. The RetoBen is suitable for that day, isn't it? The only thing is I felt the process(especially before microwave) wasn't appetizing. The tastes is very good so it's a bit bummer. The drink is Fruit Punch Jelly. It contains fruits pulp and nata de coco. The package images Hanabi fire works. I want to see Hanabi festivals next year. The bento is about 500 yen(4.6 USD), The drink is 250 yen(2.3 USD).

Japanese canned MRE 'Sento Shokuryo'. Sento means combat, shokuryo is food. I like the label of the cans. They reminds of Evangelion. There are 3 kinds of them, 'Braised Pork Belly Rice Bowl', 'Chicken Curried Rice' and 'Yakitori Grilled Chicken Rice Bowl'. The label say that they are edible without heating, but it's a bit too hard to eat. of course, we can eat them without heating in emergency. but if you eat not in emergency, you should heat them. Btw, today(9/1) is Disaster Prevention Day in Japan. The day reminds us the Great Kanto earthquake in 1923.
