外交部吳釗燮部長受 #日本外國特派員協會 邀請,於今日線上演講,深度剖析國際現勢及台日合作友誼。
🔸國際關係轉變成民主與威權的對抗
中國的 #帶路倡議 使其影響力前進歐洲部分國家、非洲和南亞,同時也帶來債務、貪腐及侵蝕民主治理的痕跡。
疫情爆發後,更加促使民主國家和威權國家的戰略競爭對抗,中國的 #疫苗外交 則造成中、南美洲內部分裂的危機,也給了中國政府在西半球施加影響力的機會。
中國在印太地區大秀經濟和軍事力量,採取混合戰戰術,擴張其影響力。此外,東海和南海緊張局勢持續加劇,中國藉由 #灰色地帶戰術、過度擴張海洋主權聲索,以及部署海上民兵動用所有可能手段來引發衝突,距離正式引戰僅有一線之隔。
如果沒有妥善處理這樣的趨勢,民主國家的戰略利益將會受到影響。
部分西歐國家以及歐盟本身正在制定他們自己的 #印太戰略,部分東歐國家正呼籲退出17+1合作機制;全球多國亦正呼籲拒絕華為來實現乾淨的5G網路。部分歐洲國家也派遣軍艦到西太平洋執行自由航行行動,並與日本和美國舉行聯合演習,#這顯示民主國家正在覺醒。
🔸台灣正位於中國擴張主義的前線
台灣周遭的情況正在惡化。軍事威脅和脅迫、滲透、影響力作戰、灰色地帶戰術,以及大規模的假訊息攻勢都旨在侵蝕公眾對民主體制的支持,若將印太緊張局勢視為中國威權主義政權擴張的後果,台灣正位於中國擴張主義的前線,也是民主和威權主義間意識型態角力中的焦點。
我們理解自己的責任不僅是保護自身主權,更要保衛自由民主的台灣,避免落入威權主義之手。台灣政府和人民絕對致力於自我防衛。我們也期盼與理念相近的民主夥伴建立更好、更多的合作關係,強化因應共同挑戰的能力。
這次疫情凸顯出過度依賴單一市場的風險,應加快 #重組供應鏈 的速度,台灣有加入 #跨太平洋夥伴全面進步協定(CPTPP)的意願,深度的區域整合是支撐個別國家抵禦貿易報復的關鍵所在。
🔸台日友誼堅實而自由民主終將勝利
台灣和日本共享自由、民主、人權保障和法治等價值。過去幾年,雙方更是患難見真情。日本於2019年以正式夥伴的身分加入 #全球合作暨訓練架構 (GCTF),更建立台日堅實的夥伴關係。
近期,日本愈來愈公開表態支持台灣,也在近期 #G7外長會議聯合公報 中敦促世衛納入台灣。此外,日前的美日「2+2會談」、元首峰會、以及日本歐盟領袖峰會的聯合聲明均提及台海和平穩定,這讓台灣民眾感覺到,自己並非獨力對抗威權擴張主義;對於日本的支持,台灣銘感在心。
在這場捍衛民主與言論自由的戰役中,你我同舟一命。台灣不僅是可靠的夥伴,也是維持自由開放印度太平洋的一股良善力量。民主或許不是最強大的文明形式,卻是至今最具韌性的一種;只要齊心協力,台灣與日本定能共同茁壯。吳部長對自由和民主的力量深具信心,也深信 #自由和民主終將戰勝一切。

In MOFA Minister Joseph Wu’s recent speech to the Foreign Correspondents’ Club of Japan, he talked in depth about how the wake of debt and democracy erosion left in the path of China’s Belt and Road Initiative throughout parts of Europe, Africa, and South Asia has spurred many to awaken to the dangers posed by expanding authoritarianism. He also pointed to the increasing attempts by Beijing to leverage vaccines in order to put pressure on countries to adopt the political stances they demand of partners.
Despite the worrying outlook in the #IndoPacific arena, Minister Wu stated that like-minded countries like #Japan have shown enduring support for Taiwan and that the partnership between the two countries can benefit the wider region, as well as one another, including in the restructuring of global supply chains and in the operations of the CPTPP, which Taiwan hopes to join.
He also thanked the country for its recent public statements of support for Taiwan’s inclusion in the WHO and their cooperation in the Global Cooperation and Training Framework.

Did you notice that the World Health Organization (WHO) blocked the word Taiwan from comments on its live stream today? Although many people found inventive ways to circumvent this form of censorship, it shows how far this international organization has strayed from neutrality and professionalism.
China's influence on the WHO puts everyone's health in jeopardy and undermines #FreedomOfSpeech. That's why over 1,700 parliamentarians from Europe, the US, Latin America, Africa and the Asia Pacific support Taiwan's inclusion in the organization's meetings, mechanisms and activities.
We'd like to express our displeasure and dissatisfaction at the WHO's attempt to erase Taiwan!
