I didn’t meet my father until I was 6 years old. My parents had a comfortable, middle-class life in Shanghai, or as close as you could get under communism. But they always wanted to live overseas, and just before I was born, my dad came to Sydney to set things up. I don’t know why, but in the end, my mother and I didn’t join him until I was 6.

#趙少康 說「阿富汗恐成台灣前車之鑑」,藍營媒體開始一片疑美論震天嘎響。這是台灣政壇最悲哀的事。
我說,台灣真正的前車之鑑,就是千萬不要相信中共的虛假善意。藍營幻想可以跟中共談兩岸和平,其荒謬好比跟塔里班政權談性別平權。
拿台灣跟阿富汗相較,是牛頭不對馬嘴且荒謬至極的事。
兩個概念分析。
👉indispensability 不可或缺性
從川普時代到拜登時代,無論是在文章或演講中,談到台美關係時,我始終強調一個觀念:「美國永遠是國家利益至上」。
這也是為何在川普政府時期,我不會跟許多川粉一樣,對川普政府的友台態度歌功頌德。
甚至,針對2020美國大選前幾個月,川普政府派出高層人士訪台時,我的解讀跟許多綠營媒體都不盡相同。當時有聽過我演講的人,應該都有印象。
但也因為同樣邏輯,當拜登當選時,有許多人對拜登是否親中充滿懷疑,我的看法依然是「美國永遠是國家利益至上」。
對台灣而言,「台美關係要如何符合美國的國家利益?」
一言以蔽之,台灣必須充值自身在美國戰略利益中的不可或缺性。
能看清這點,就能知道網路上吵來吵去的疑美親美政治口水,有多麼淺薄。
要如何讓台灣成為美國indispensable的夥伴?
例如晶片產業。
例如台灣的第一島鏈戰略位置。
例如台灣在民主人權等普世價值上所佔據的道德高地。
講白了,台灣自己要很努力,讓美國在討論是否捍衛台灣時,能夠幾乎沒有第二個可能性。
大家可以想一想,阿富汗對美國,有沒有不可或缺性?不是說阿富汗不重要,而是美國共和民主兩黨,對於美軍繼續駐紮在阿富汗,找不到說服自己國人的充分理由。
所以美軍撤出阿富汗,是必然。因為無論在軍事上或財政上,「持續駐軍」這個選項都不符合最大化的美國利益。
當然你可以批評撤軍不夠優雅等等,搞得跟當年西貢一樣狼狽(這點我其實不認同),尤其是拜登自己在節目上講的話如今等於被打臉,但,美軍撤出阿富汗,的確符合當前的美國利益,也是美國兩黨共識。
👉good governance 良善治理
阿富汗之所以淪落到今日局面,自身政府要付很大責任。
美國花了超過830億美元軍費(超過兩兆新台幣)(有中文媒體寫成超過兩兆美元,可能是筆誤),但許多錢砸下去後付諸流水,阿富汗政府軍貪腐嚴重。
阿富汗政府缺乏良善治理,是美國最終決定放棄的主要原因之一。
台灣跟阿富汗完全不同。
即便在野黨針對執政黨施政有諸多批評而且許多有其道理,但台灣的政府治理效能在國際社會普遍享有高度評價。幾乎每一位外賓訪台時,都會對台灣的政府治理留下良好印象。
因為良善治理,所以美國不分黨派在談到與台灣交往時,總是一面倒的支持。
👉小結
有許多人說「天助自助」,這句話本身沒有錯,但過於浪漫情懷。
如果問我,我會說:
持續讓台灣越來越好,越來越強大,無論是產業上、經貿上、文化上及軍事上等等,讓「跟台灣交往,是一門好生意」。
拜登有一句名言:It’s never a good bet to bet against the American people. (跟美國人打賭,永遠不是好的賭注)
這句話也許放在今日阿富汗事件有點諷刺,但我想稍微改寫一下:
“It’s always a good deal to friend Taiwan. “
「跟台灣交朋友,總是一門好生意。」
台灣要努力的,其實就是上面這句話而已。
讓老美認為,跟台灣站在一起,是門好生意,並且符合美國的國家利益。
唯有這樣思考,才不會落入親美/疑美的口水戰。

2020年7月,在加拉帕戈斯群島附近的大約260艘中國漁船聚集捕撈,激起了外交緊張局勢,並引發人們對聯合國教科文組織列為世界自然遺產周圍水域中鯊魚、魟魚和其他脆弱物種威脅的擔憂。
根據倫敦研究機構ODI 6月份的報告顯示,中國「遠洋」漁船數量是世界上最多的,共有約17,000艘船,其中約1,000艘在其他國家註冊,中國漁船所有權高度分散於各個公司和國家,使得國際組織更難以有效約束。由於氣候變遷,海洋生物數量逐漸變少,擁有世界上最多漁船的中國,更應該負起責任,禁止過度捕撈引發的海洋危機,而不是與鄰為壑貪婪的擴張。
自由開放的印太地區意味著良善治理、符合國際標準的經濟活動,以及免於威脅和脅迫的自由。若要實現這個願景,需要各國以有建設性的方式共同合作。
