I have recently perused Nicholas Kristof’s NYT piece “China’s Man in Washington, Named Trump”(https://nyti.ms/3h2JXh8). One paragraph in particular caught my attention: “A joke in China suggests that Trump’s Chinese name is Chuan Jianguo, or “Build-the-Country Trump.” That’s because Build-the-Country is a common revolutionary name among Communist patriots, and it’s mockingly suggested that Trump’s misrule of the United States is actually bolstering Xi’s regime.”
Kristoff also avows that since Trump’s ascension to presidency, the American nation became highly polarized. This is reflected in the current administration’s policies on climate change, foreign relations with established U.S. allies, and COVID-19 prevention, all of which are rather ineffective. It also seems like Mr. Trump and his team diverged from the traditional priorities, including promoting free trade, human rights, and other quintessentially American values. As described thoroughly by John Bolton, all these factors contributed to the declining standing of the U.S. in global politics.
What is more, many people fall prey to CCP’s propaganda and its interpretations of Trump’s actions, which only enhances China’s reputation.
But that might not exactly be the case.
The CCP apparently failed to utilize the window of opportunity created by the ineptness of the Trump administration, as China could have grown to the position of a leader by filling in the void left by the U.S.
During the 2016 APEC Ministerial Meeting in Lima, Peru, Xi Jinping and his team actively supported the plans to establish the Regional Comprehensive Economic Partnership (RCEP) and a Free Trade Area of the Asia Pacific, or FTAAP. In contrast, the United States withdrew its signature from the Trans-Pacific Partnership (TPP) in early 2017. Coupled with China’s Belt and Road Initiative (BRI) and the establishment of the Asian Infrastructure and Investment Bank (AIIB), this move bolstered China’s capacity to influence global investments and trade, high-tech mergers and acquisitions, and, overall, expand its geostrategic influence on the entire globe.
At the same time, various propaganda films about great power competition, military industry, and science and technology surged all at once, and gained remarkable following around the world.
All this provided a window of opportunity for the CCP to slowly change its course. Around the same time, the distrust for POTUS among U.S. allies’ reached its apex. According to polls conducted by the Pew Research Center, the distrust for the U.S. president in the U.K. reached 75%, 72% in Japan, 70% in Australia, and stunning 86% in France.
Had the C.C.P,. begun to open up at that time, or at least resumed the governance style of the Hu-Wen administration, it could have reaped the benefits of promoting liberalism where the U.S. failed to deliver. It was the time for Beijing to gradually enhance freedom of speech domestically, pursue sustainable infrastructural projects, gradually reform unfair barriers to trade, transform its S.O.E.s, strengthen protections for private ownership, and vitalize its start-ups and enterprises.
Moreover, were China to cease the genocide in East Turkestan and refrain from cracking down on Hong Kong's semi-autonomy, it would have greatly enhanced its global international image. Additionally, if paired with slow but steady reforms, Beijing’s respect for sovereignty of its peoples would have attracted a large amount of foreign investment, which in turn would have continued to buttress the country’s growth.
It is China prerogative to remain idle.
It might still be possible for Chinese “Dream” to come true.
Yet, a historic window of opportunity is now closed.
Xi assumed the tools of proscribing and stalling, which are completely antithetical to the aforementioned window of opportunity.
Today, China is more authoritarian, less flexible, and fully deprived of horizontal accountability. Its reliance on wolf warrior diplomacy backfired: for example, the Swedish parliament sought to expel the Chinese ambassador to Stockholm. Also, Prague, the capital of Czechia, terminated its sister-city agreement with Shanghai and instead signed a new one with Taipei. Last but not least, we ought not to forget about the recent fiasco in the relations with the United States who ordered the shutdown of China’s consulate in Houston. All of this took its toll on China’s reputation.
Its international standing and inability to replace the U.S. as the major global power are not the only issues China is currently facing.
As it experiences multiple domestic and international shocks, China struggles to combat the COVID-19 pandemic and tame the disastrous floods of Yangtze River. The swarm of locusts of biblical proportions is also crippling Beijing’s institutional capacity and may soon lead to food shortages. In fact, the precarity of food supply further diminishes the level of trust for Chinese authorities.
In 2019, the Pew Research Center conducted a public opinion survey to examine the international views of China. In the U.S., Argentina, the U.K., Canada, Germany, and Ukraine, only about 30% of respondents claim a favorable view of China.
As the COVID-19 pandemic rages in the U.S., as many as 73% of U.S. respondents view China unfavorably.
Recently, the C.C.P. is losing its focus by continuously shifting targets. In fact, I believe there is no need for the C.C.P.to rely on nationalistic appeals, since in this new century values, business relations, and fair competition are all far more important than greater than delusive blood ties.
China lies only 130 kilometers away from us. Of course, we welcome dialogue and seek to avoid misjudgments. But we also distinguish between the C.C.P. and China. While we do welcome dialogue, but we will not be coerced to talk under unjust preconditions or in fear.
The only fair prerequisites are those of reciprocity, mutual respect as well as fairness and openness with respect for the rule of law.

最近看到紐約時報中文版的一篇文章
<美國的川普,中國的「川建國」>,其中一小段是這樣的
「在中國,人們戲稱川普的中文名字是川建國。那是因為建國是共產黨愛國者中一個普遍的革命人名。它在諷刺地暗示川普對美國的治理不當實際上是在鞏固習近平的政權。」
裡面也提到,川普在任的幾年,國家更分裂,對於氣候變遷,傳統美國盟友,乃至於疫情處理等都相當拙劣,對於美國傳統的自由貿易、人權等價值也基本上都沒有太大興趣。這些方針,導致美國在世界的評價降低,波頓的新書也多有描述。
除此之外,許多不幸相信中共宣傳,又或者是中共圈養的小粉紅,特別故意愛宣傳川普增強中國的威望。
但這不是真的。
中共完全沒有掌握美國做得不夠好的地方,去增強其在世界的領導力。
在2016年時,秘魯的亞太峰會舉行期間,習近平政權爭取(RCEP)及亞太自由貿易區(FTAAP)談判;對比2017年初,美國剛宣布退出TPP,加上中國到「一帶一路」和亞洲基礎設施投資銀行,中國當時在世界全面發揮投資貿易、高科技併購還有其地緣戰略的影響力。
也是那個時候,各種的大國崛起、大國軍工、大國科技的宣傳影片此起彼落,似乎正準備要在世界舞台發光發熱。
這曾經是中共慢慢轉向的一個機會之窗。彼時(2017)美國盟友對美國總統的不信任度達到歷史新高,根據皮尤研究中心的資訊,英國對於美國總統的不信任度達到75%、日本72% 澳洲70% 法國更高達86%
如果那時中共開始有限度的改革,對內放寬言論自由,或者至少維持在胡溫當時的水中,對外追求有責任的基礎建設,逐步緩慢減低不公平的貿易壁壘,對於國有企業改革,增強私營企業、新創企業的活力。
停止對新疆迫害,不干預香港自治,不僅國際形象會大幅改善,哪怕是緩慢但是穩健的改革,也會讓大量吸引外資,讓中國的活力持續前進。
哪怕是什麼都不做也好
那或許有這麽一點可能性,中國「夢」是可以前行的
但是歷史機緣的大門已經關上。
習、禁、停、放棄了這個機會之窗,徹底的走向相反的方向。
更專制、更沒有彈性,更沒有任何制衡的力量。各種戰狼外交,讓瑞典議員提案驅逐中國大使,捷克布拉格市長與台北簽訂姊妹是,就解散上海與該市關係、被美國關閉領事館、各種讓中國形象低下的事情,中共都沒有少做。
中共不但完全沒有辦法取代美國,在多重國內外的衝擊之下,又是瘟疫,又是超大水患,緊接著蝗害,還有進來的糧食不足問題,正在面臨巨大的瓶頸。
而糧食的命脈,卻恰恰又在對他最不信任,對中共價值最反對的國家聯盟
根據皮尤研究中心:Pew Research Center2019調查各國對中國的喜好度,美國、阿根廷、英國、加拿大、德國、烏克蘭等,對於中國的喜好度都在30%上下
而2020疫情後美國對於中國的不信任度,更高達73%。
最近中共在演習,又要玩轉移目標的手段,對於中共,其實不必再有民族主義的同情,因為新的世紀,價值、商業模式、公平競爭的制度大於血緣幻想。
中國離我們只有130公里的距離,我們當然歡迎對話,避免誤判。但我們同時也區分中共與中國,歡迎對話,但不在前提、條件、恐懼之下對話。
如果真的要有前提,那就是對等、尊重,還有公平公開法治的方式會晤。

一位台灣女孩在YouTube上傳名為「一封致予譚德塞博士的公開信」的影片向譚德塞喊話。
世界衛生組織(WHO)對於武漢肺炎的作為備受外界質疑,要世衛秘書長譚德塞下台的連署已經在全球超過75萬人響應,而譚德塞卻在(Tedros Adhanom Ghebreyesus)昨(8)天晚間的記者會中聲稱他被台灣「霸凌」3個月,飆罵台灣3分鐘,痛批台灣對他人身攻擊、種族歧視,甚至發出死亡威脅,但他無的放矢的針對性言論讓台灣民眾無法接受。不只蔡英文總統今(9)日在臉書回應,台灣人長期被排除在國際組織,比起譚德塞,更懂長期被歧視、被孤立的滋味;還有一位來自羅東在英國唸書的台灣女孩發聲了!在YouTube上傳名為「一封致予譚德塞博士的公開信」的影片向譚德塞喊話,呼籲他不要忘記當時接任世衛秘事長時所立下的誓言「全球人民的健康當為第一位,而非政治。」並要求他為對台的不實指控道歉。
影片一Po出雖然受到部分中國網友的謾罵,但卻有更多來自全世界的網友留言力挺,表態支持台灣。

【An open letter to Dr Tedros 一封致予譚德塞博士的公開信】
This is an open letter to Dr Tedros, the Director General of the WHO, in response to the accusations against Taiwan during the 8th of April WHO press conference. 這是一封致予世界衛生組織幹事長譚德塞博士的公開信,並針對其於4/8世衛記者會上對臺灣的公開指控,提出回應。
Dear Dr Tedros, I am Vivi Lin from Taiwan, a current undergraduate student studying Infectious Diseases in the UK.
親愛的譚德塞博士, 我是Vivi Lin,一位目前正在英國念傳染病的臺灣大學生。
Upon hearing your response in the press conference today, I was utterly shocked and saddened that such misleading allegations could come from a supposedly respected health professional and the head of the world’s most influential international health organisation.
今天在聽聞您,作為現今世界上最具影響力的醫衛組織(WHO)的領導人,於世衛記者會上提出針對臺灣的不實指控,我深感錯愕及失望。
As a student who has been working closely with Taiwanese and British Medical and Health-related NGOs, I can affirm that there has never been any disrespectful comments from our government and our diplomats towards you and the African continent due to race, culture or skin colour.
身為一名在臺灣及英國的多個醫衛非政府組織服務的學生,我可以肯定地說,臺灣官方從未針對您及非洲人民,做出任何基於種族、文化或膚色的負面評論。
I am aware that there are various petitions online urging for your resignation from the WHO. However, none of the requests or criticisms were based on discriminations against your race or skin colour, nor people from the African continent.
我知道現在網路上有許多要求您辭去世衛幹事長職務的連署,但這些要求,都並非基於您的種族、膚色,或是針對非洲人民的歧視。
Taiwan has been striving to contribute as much as possible to the international community and to be a part of the global team in combating this pandemic. Although we have been excluded from the WHO, we have never given up. Our government has done an exemplary job in containing the virus, a feat that has been praised by officials and health professionals from all around the world. And now, as we have some spare capacity, we are sending aid to our allies and other countries, including those in America, Europe and in Africa who have been harshly impacted by the outbreak.
臺灣一直以來都非常努力地在為國際社會的醫衛做出貢獻,我們也始終希望能在這場全球傳染病戰役中,與世界站在一起。 即便我們被世衛排除在外,臺灣也從未放棄貢獻一己之力。 臺灣在這次COVID19防疫上的傑出成果,是世界有目共睹的。而現在,當我們有額外的資源時,也不吝於分享給我們在美洲、歐洲及非洲的友邦與其他正在受到疫情影響的國家。
According to our health professionals who used to work closely with various countries in Africa, a temporary hospital has been built by Taiwan in Eswatini at the moment, and some important medical supplies sent by Taiwan are finding their way to Africa as well.
根據我們曾在非洲駐點過的醫衛工作者指出,臺灣正在協助史瓦帝尼建立臨時醫院,也同時在安排許多醫療用品援助。
With all the aforementioned in mind, how can you, in a few sentences, attempt to smear Taiwan’s reputation with such irresponsible and false accusations?
而根據上述所有資訊,(譚德塞博士)您怎能用簡單幾句謬誤的指控,不負責任地污衊世界對臺灣的印象呢?
In the past two days, WHO hosted webinars in regards to how we, as individuals or as health professionals and officials, should confront the current info-demic. Ironically, just right after the webinar, Dr Tedros, as the DG of the WHO, was accusing Taiwan with misinformation.
在過去兩天當中,世衛舉辦了以「疫情假資訊」為題的線上研討會,提供個人、醫衛人士及官員一些面對疫情假資訊的建議。 然而,多麼諷刺的是,就在研討會剛結束的時候,世衛幹事長即帶頭用不實的資訊指控臺灣。
I firmly believe that health is a fundamental human right that should not be denied despite differences of any kind. Health for all, leave no one behind is also the core value that the WHO stands for. Please do not forget your dedication as a public health professional and the vows that you made when you ascended to the honorable position you are sitting at right now - health of people in the world comes first, not politics.

台灣人對於 #德 (Democracy民主) #賽 (Science科學) 先生一定不陌生,尤其在這波 #武漢肺炎 疫情蔓延的此刻,我們更能體會 #民主、透明、人本的行政,以及 #科學、學術自由的重要性。
但今天我們享受的 #民主自由 跟 #說真話 的權利,並非從天上掉下來,而是許多人民勇敢反抗威權獨裁體制所爭取而來的。他們所遭受殘酷不當的政治迫害,或許是生活在現在的我們難以想像的😰,但即便那段用血與淚寫下的歷史,曾被刻意抹去或扭曲,我們仍然不應該忘記,反而更應秉持實事求是的科學精神,還原過去...
「過去發生的錯誤,不會輕易從歷史中消失,而會成為不斷糾纏的傷痛。」
記述德國 #轉型正義 的《無能於哀悼》(Die Unfähigkeit zu trauern)一書,道出了「克服過去」(Vergangenheitsbewältigung) 的意義,也是我們台灣人面對「二二八事件」這段歷史時,應該賦予自己的使命與工作💪;因為唯有如此,社會才能逐步實現和解,台灣也才能在和平深厚的民主文化中,持續壯闊!

#德國 🇩🇪「前東德社會統一黨獨裁時期歷史評價與影響研究委員會」調查1949-1989年的人權侵犯事件,聽取目擊者證詞,於1994年6月完成報告18冊,作為德國政府後續補償受害者之依據,並挹注教育與文化預算,透過正規教育及生活環境形塑,讓人民記住歷史教訓,避免悲劇重演。
#北愛爾蘭 🏳️「北愛爾蘭受害者委員會」調查過去30年戰爭中對人權的迫害事件真相,成立專門委員會平反賠償,促使對立衝突的雙方領袖,願意為改變現狀做出不一樣的決定,開啟相互理解的契機。
#美國 🇺🇸「戰時公民遭迫遷與拘留委員會」1980年由國會設置,調查1942-1945年間美國公民與移民被強迫遷移與拘禁的情況,並於1988年通過《公民自由法案》,要求政府認錯道歉,並須設立公共教育基金,向大眾宣傳以及提供受害者賠償,另保證未來不再採取類似行動。
#瓜地馬拉 🇬🇹「歷史澄清委員會」於1997-1999年間,調查過去36年來國內武裝衝突中侵犯人權的案件,最終報告命名為《瓜地馬拉:沉默記憶》,紀錄人權侵害的犧牲者 4萬多人,其中23,000多人遭受處決,6000多人被失蹤。當時軍事政變掌權者Rios Montt,在2012 年被法庭以種族滅絕和反人類兩罪正式指控,2013年被判處合計80年徒刑。
#薩爾瓦多 🇸🇻「薩爾瓦多真相委員會」,資金由聯合國會員國募集和管理,調查1980年代以來22,000宗處死、凌虐與綁架案。1993年在美國發表調查報告《從瘋狂到希望:薩爾瓦多12年的戰爭》,最後有2000名證人出面提出直接證據,顯示共有逾7000人受害、8000名遭受間接波及,此外政府當局還收到近23,000件書面告發。
#阿根廷 🇦🇷「失蹤者國家委員會」,調查1976-1983年軍政府統治時期,近9000人下落不明的情況。審查8960位失蹤案與不計其數的凌虐和拘留案,確認365座凌虐和集中營。其成果報告《永不重蹈覆轍》於1984年公諸於世。時至2006年,前警察總長Miguel Etchecolatz終被判終生監禁,2008年前軍政府首領Reynaldo Bignone 被判處25年徒刑,軍政府時期的第一任總統Jorge Rafael Videla也被起訴,於2010年遭判終生監禁,2014年於獄中去世。
#蒲隆地 🇧🇮 由聯合國安理會成立「國際調查委員會」釐清1993年Ndadaye總統遇刺及相關暴力真相,「九三事件」造成超過5萬人喪生。委員會作出法律、政治和行政措施,懲治肇事者,嚴防重蹈覆轍,促進國內和解。
#南非 🇿🇦「真相與和解委員會」(TRC) 於1995年成立,調查種族隔離期間人權迫害事件並作成報告,分析1960-1990 年代的解放組織等相關運動,透過舉辦一場場公開的聽證會,收集21,000份證詞,並自2003年起執行財務賠償,最終走向和解。
#斯里蘭卡 🇱🇰「非自願遷徙或失蹤者下落調查委員會」,調查自1988年開始的失蹤案件,並找出負責者。一共查出16,700件失蹤案,賠償家屬損失,超過400名國安部門成員被起訴。
Today is #PeaceMemorialDay, commemorating the February 28th Incident in 1947.
In the midst of an epidemic, the values of #transparency, #FreedomOfSpeech, #science-based practice and humanitarian governance that are inherent to free and democratic societies have never been clearer. However, this doesn’t happen overnight, but rather authoritarian dictatorships have to be challenged by intellectuals and civic groups for change to happen. For generations who were born after this chapter of history closed, this may be hard to imagine, but it is important that it be remembered and examined.
‘The mistakes of the past do not easily disappear into history, but rather become a festering wound.’
The Inability to Mourn (Die Unfähigkeit zu trauern)
‘Vergangenheitsbewältigung’ is the German word for the struggle to work through the horrors of World War II. In a similar manner, Taiwanese people have been working to decode and examine the February 28th Incident; in order to facilitate peace and reconciliation within Taiwanese society and build the lasting foundation for a democratic society.
If this sounds like a Sisyphean task, don’t feel discouraged, we’ve shared some #TransitionalJustice success stories from around the world below:
#Germany: Two years after German reunification, the Commission of Inquiry for the Assessment of History and Consequences of the SED Dictatorship in Germany was established by the German government to examine the history and consequences of the former East German communist government. It released its 18-volume report in 1994. A Commission of Inquiry on Overcoming the Consequences of the SED Dictatorship in the Process of German Unity then investigated the findings for a further three years. This was used as the basis to distribute compensation to victims and more funds were apportioned for education and culture, so that people would learn the lessons of history and so that these tragedies would never happen again.
#NorthernIreland: The NI Commission for Victims and Survivors was established to investigate the stories of victims of the Troubles. A commissioner for Victims and Survivors of the conflict in Northern Ireland was established by legislation in 2006 and its principal aim is to promote the interests of victims and survivors.
#US: The Commission on Wartime Relocation and Internment of Civilians investigated the internment and relocation of US citizens during World War II. Congress subsequently passed the Civil Liberties Act of 1988, in which the government acknowledged and apologized for the injustices and which created a public education fund to inform the public as well as making restitution to those affected; ensuring that similar actions would not be taken in the future.
#Guatemala: The Historical Clarification Commission was established to investigate human rights abuses during the 36-year armed conflict in the country, which saw 200,000 killed and over 1 million disappearances. The final report, Memory of Silence was published in 1999. On May 10, 2013, the head of the military regime Efraín Ríos Montt was convicted of genocide and crimes against humanity. He was sentenced to 80 years in prison (50 years for genocide and 30 years for crimes against humanity).
#ElSalvador: The UN-funded Truth Commission for El Salvador was established in 1992 to investigate the grave wrongdoings, including murders, disappearances and torture, that occurred during the 12-year civil war. In 1993 the report, 'From Madness to Hope', was published. 2000 people provided direct testimony, with over 7,000 direct victims and over 8,000 indirect victims. Authorities also received over 23,000 written complaints.
#Argentina: The National Commission on the Disappearances of Persons was established to investigate the almost 9,000 disappearances under the military junta from 1976 to 1983. The commission’s report, 'Nunca Más', was published in 1984. The commission identified 300 secret detention centers throughout Argentina used during the "Dirty War" that were administered by the military and documented 8,961 deaths and disappearances. In 2006, former senior Argentine police officer Miguel Etchecolatz, who worked in the Buenos Aires Provincial Police during the first years of the military dictatorship, was sentenced to life; in 2008 the former head of the military junta was sentenced to 25 years. The first president of the miltary junta rule was sentenced to life imprisonment in 2010 and passed away in prison in 2014.
#Burundi: The International Commission of Inquiry was established by the UN Security Council in 1995 to look into the tens of thousands of deaths in the genocide in the wake of the assassination of President Melchior Ndadaye and to recommend legal, political or administrative measures to bring to justice persons responsible for those acts and promote reconciliation in Burundi.
#SouthAfrica: The Truth and Reconciliation Commission was established in 1996 to hold public hearings where testimony was heard by victims and perpetrators concerning human rights violations that occurred during apartheid. The Commission found more than 19,050 people had been victims of gross human rights violations. The final report of the commission consists of seven volumes.
#SriLanka: The Commissions of Inquiry into the Involuntary Removal or Disappearance of Persons were established to investigate forced disappearances from 1988 to 1994, as the Sri Lankan government was embroiled in war with the Liberation Tigers of Tamil Eelam. They found 16,700 cases of forced disappearances and victims received compensation.

最近要買奶粉
看了大賣場目錄
有兩款是想買的
1.全聯的紅牛全脂奶粉 2.3kg 599元
2.家樂福的雀巢100%紐西蘭乳源全脂奶粉 2.1kg 579元
請問上面兩種大家覺得哪一種比較好呢?
(品質口感價錢都列入考量或者只根據您自己的喜好經驗也可以)
