State Department Bureau of Democracy, Human Rights and Labor re-tweeted #OpenGovPartnership: "join us for a conversation on Taiwan’s efforts to harness the innovative strengths of civil society to advance #OpenGov solutions that address public policy challenges at home and support anti-corruption efforts globally."

In this panel, Taiwan Digital Minister Audrey Tang will join U.S. Acting Principal Deputy Assistant Secretary Scott Busby, Open Government Partnership Deputy Director Shreya Basu, and Transparency International Senior Program Manager Conny Abel for a discussion. The conversation will emphasize the role of technology in supporting information transparency, deepening public-private collaboration, and strengthening civil society and media efforts to achieve accountability for corruption.

【全球氣象產業的發展前景 11 美國的氣象公司 AccuWeather】

如果您手機用的是 Google的 Android，裡面的手機免費氣象服務就是 AccuWeather，記得十多年前，我們曾和他們競爭一個亞洲很大的商用氣象服務，最後他們用全免費的方式，讓我們鍛羽而歸，因為以我在台灣的資源，很難和他全球比拚。

AccuWeather 發源於美國東岸賓州州立大學，目前仍和大學維持良好的互動關係，如果照規模或人數，可以說是美國前三名的氣象公司。全世界許多的氣象資料都是由他們提供，同時也提供許多專業的氣象服務，甚至他們和中國氣象局的產業有密切的合作，共同成立合資公司。

將近二十年前，記得我還在做博士後研究時，曾到 NOAA一趟，當時遇到他們主管公共事務的官員，和我解釋政府與民間分工的事宜，他們正收到AccuWeather 的訴訟案，抗議政府做過多的服務，阻礙民間的發展，這在當時是官方非常咬牙切齒的憤怒。

不過隨後我留意到他們產官學界彼此坐下來談，有許多的研究探討，記得當時美國朋友寄給我一本美國氣象產業發展Fair Weather: Effective Partnerships in Weather and Climate Services （2003），啟發很多，我也印了許多分給產官學朋友參考。

而美國總統川普上任後，並沒有立即任命 NOAA 署長，延誤了將近一年才任命 AccuWeather 的執行長 Barry Myers擔任，Barry 本身是一位律師，並非他兄弟 Joel N. Myers 是學氣象的，因此引發當時美國國會的很大反彈，因為NOAA是一個高度科學的組織，由民間氣象公司的 CEO來擔任，另很多人大反彈，曾有許多文章批評是把政府的氣象賣掉，以後看氣象還要花錢的言論都出現。

不過隨後 Joel N. Myers 公開投書，澄清這主要目的。

而經過兩年的審查始終延宕與爭議，在 2019年11月， Barry 公開宣布，放棄 NOAA 署長的提名。NOAA 也創下三年沒有署長的先例，很有可能川普這四年都沒有NOAA署長，這對美國氣象的發展無疑是很大的隱憂。

全球各政府的氣象局局長多是由專業出任，但也有是用遴選方式，由該國專業的人員擔任，我就遇過幾位美國教授，曾被遴選過的案例，因為事務官的思維多數讓機構僵化，容易讓組織停滯不前。韓國的氣象局局長也曾經由民間氣象公司 Kweather CEO 擔任，到底好或不好就有待各方面的評價。
